REQUEST FOR CONTINUANCES: CONSENT CALENDAR Notice to the Public All matter(s) listed under CONSENT CALENDAR (Item 1 and 16) is considered by the Commission to be routine and will all be enacted by one motion in the form listed below. The Planning Commission Members have received detailed staff reports on each of the items recommending an action. There will be no separate discussion of these items prior to the time the Commission votes on the motion unless members of the Commission, staff or the public request specific items to be discussed and/or removed from the Consent Calendar for separate action. Members of the public who wish to discuss a Consent Calendar item should come forward to the lectern upon invitation by the Chairman, state their name and Consent Calendar Item number. • ITEM NO. 1. SUBJECT: Minutes of the adjourned and regular meeting of March 18, 2004. ACTION: Approve as written and order filed. ITEM NO. 2. SUBJECT: General Plan Initiation No. 2004 -001 Vacant site at northerly corner of San Miguel Drive and MacArthur Boulevard ACTION: As directed by Housing Element Program 3.2.3, adopt Resolution recommending the City Council adopt General Plan Initiation 2004 -001, Planned Community Development Plan Amendment No. 2004 -001 (PA2004 -041). ITEM NO. 3. SUBJECT: General Plan Amendment Initiation No. 2004 -002 (PA2004 -061) Newport Sports Museum located at 100 Newport Center Drive ACTION: Adopt Resolution recommending the City Council adopt General Plan Amendment Initiation 2004 -002 (PA2004 -0). ITEM NO. 4. SUBJECT: Initiation of an amendment to Corporate Plaza Planned Community District Regulations (PA2004 -064) . ACTION: Adopt Resolution recommending the initiation of an amendment to the Corporate Plaza Planned Community District Regulations. ALL TESTIMONY GIVEN BEFORE THE PLANNING COMMISSION /S TAPE RECORDED. SPEAKERS MUST LIMIT REMARKS TO THREE MINUTES ON ALL ITEMS. SUBJECT Traffic Study No. 2003 -005 (PA2003 -301) 401 Old Newport Blvd. SUMMARY: The applicant requests approval of a traffic study for the construction of a 16,500 square foot, two -story office building at the northwest corner of Old Newport Boulevard and Hospital Road. Presently improved with a 4,782 square foot, two - story commercial building, the property is zoned SP -9 (Old Newport) District and has General Plan Land Use designation of Retail & Service Commercial. ACTION: Approve Traffic Study No. 2003 -005 subject to the findings and conditions of approval included within the attached draft resolution. ITEM NO. 6. SUBJECT: Newport Technology Center Traffic Study No. 2003 -001 (PA2003 -122) SUMMARY: An amendment to Use Permit No. 3679 and Traffic Study pursuant to the Traffic Phasing Ordinance (TPO) for a possible increase in the amount of general office uses within the Newport Technology Center. ACTION: Remove from calendar and re- notice for April 22, 2004. Temple, Planning Director SUBJECT: Planning Commission Agenda —April 8, 2004 Report of the actions of the Planning Commission Meeting: Item 1: The minutes of March18, 2004 were amended and approved. (6 Ayes, 1 Absent) Item 2: General Plan Initiation No. 2004 -001 for a vacant site at the northerly corner of San Miguel Drive and MacArthur Boulevard was recommended for initiation and is automatically forwarded to City Council. (6 Ayes, 1 Absent) This proposed General Plan Amendment is an action to implement an adopted Housing Element program by designating the site for residential uses. Item 3: General Plan Amendment Initiation No. 2004 -002 (PA2004 -061) for 100 Newport Center Drive was recommended for initiation and is automatically forwarded to City Council. (6 Ayes, 1 Absent) This proposed General Plan Amendment would, if approved, add 1,500 square feet to Block 100 of Newport Center to allow an expansion of the Newport Sports Museum. Item 4: An amendment to the Corporate Plaza Planned Community District Regulations (PA2004 -064) was initiated. (6 Ayes, 1 Absent) This amendment will correct formatting errors in the text, as well as address the siting of medical office uses within the planned community. Item 5: Traffic Study No. 2003 -005 (PA2003 -301) for 401 Old Newport Boulevard was approved and is subject to appeal or call up by the City Council. (6 Ayes, 1 Absent) This project is the construction of a new general and medical office building on the site currently occupied by the Orange Coast Association of Realtors. The Commission did not express any concerns regarding the project, and Plar. %ning Commission Agenda April 13, 2004 Page 2 noted that the project did not include any floor area, building bulk or parking waivers. Item 6: Traffic Study No. 2003 -001 (PA2003 -122) for the Newport Technology Center was removed from calendar and will be rescheduled to May 6, 2004.
