RECOMMENDATION: Amend Council Policy G -2 as shown in Exhibit B. DISCUSSION: The City Council's "Council Policy Manual" contains more than 100 policies that instruct the Council and City staff on how to process a variety of different issues -- from airport and annexations to voice mail and water service outside the City limits. Council Policy G -2 is the "Adopt -a- Beach" program. Council Member Rosansky has proposed an Adopt -a -Beach program for the community that differs slightly from the one in the Policy Manual. As proposed, the new program would differ from the existing program in the following ways: • More groups, including businesses, could adopt a beach; • The City can contribute more equipment to help groups that adopt -a- beach; • Beach adoption would suggest monthly cleaning rather than quarterly; • After six months' successful work, the group would be eligible for recognition signage; • The City Manager would generally dictate the role that departments would play in the implementation of the Adopt -a -Beach program.
