SUBJECT: Appointment to Environmental Quality Affairs Committee
RECOMMENDATION:
Appoint Kristine Adams to the Environmental Quality Affairs Committee (EQAC).
DISCUSSION:
• If the City Council approves the changes to the Resolution recommended by EQAC,
earlier on this agenda, the "association" seats may be filled by persons who are active
in their homeowners or other associations, even if they are not members of the board.
Ms. Adams resides in Newport Crest, and is active in that homeowners association as
described in the letter attached to her application. She is an attorney, and has some
background in land use and environmental law. EQAC recommends her appointment to
the Committee.

RE: VOLUNTEER CITIZEN POSITION ON EQAC
Greetings,
This letter responds to the request conveyed through Robert Hawkins for information
regarding the Homeowner's Associatlon of which I am a member, and my involvement with that
organization to date.
As a homeowner in Newport Crest, I belong to the Newport Crest Homeowners Association.
As a new member of that community (I have been there only a little over a year now), I have not yet
run for any Board or committee seats. However, I have been active in monitoring the substantial
and comprehensive structural and aesthetic improvements in the community, and I closely monitor
the Board's, and management company's, activities. 1 regularly share thoughts and ideas regarding
our quality of life and variables affecting the property.values with several of my neighbors, one of
whom is a former president of that Board and stands ready to promote my "campaign" to fill the next
open seat on the Board.
At our May Board meeting, I began informal discussions with another homeowner about
spearheading the return of a finance committee to our community; whereas there existed a finance
committee in the past, its presence and role have been abandoned with the most recent Board. As
concerned homeowners, we and several other Crest residents have committed to directing some
of our efforts to restoring what we consider to be a vital committee.
