Beaches & Recreation Commission [1 vacancy] Debra Allen (incumbent) Phillip Lugar Planning Commission [2 vacancies] Jeffrey Cole (incumbent) Robert Hawkins Greg George Leslie Daigle DISCUSSION: Background: At the regular meeting of the City Council held on April 27, 2004 the Mayor appointed himself, Mayor Pro Tern Adams and Council Member Bromberg to serve on an ad -hoc Appointments Committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 2004. At the conclusion of the application period (May 12, 2004) the committee reviewed the applications on file and conducted interviews with selected applicants on Friday, May 21, 2004. The Committee will complete the interview process on Friday, June 4, 2004. Pursuant to Section 710 of the City Charter, the Civil Service Board applications were reviewed by the Newport Beach Firefighters Association, Newport Beach Fire Management Association, Newport Beach Police Employees Association, Newport Beach Police Management Association and Newport Beach Marine Safety Officers Association. After completion of their review of the applications, they submitted a letter dated May 30, 2004 listing their nominees for the two vacancies (attached). The appointments to fill these vacancies are scheduled for Tuesday, June 22, 2004. All new terms will be effective July 1, 2004 with an expiration date of June 30, 2008. I have a particular interest in an appointment to the City Arts Commission as I have a deep background in the arts in both the business and esthetic areas. My wife and I have lived in Newport Beach for the past 5 years, having moved from West Los Angeles where I was an attorney representing artists of various sorts. I graduated from UCLA with a major in the arts (theatre and cinema) and was very active as a professional actor, writer and producer in both theatre and film for many years. Since moving to Newport Beach, for the past three years I have been a member of the Board of Directors of the Newport Beach Film Festival and for two of those years I was on the panel of judges for festival entries. I spent two years on the Board of Governors of the Laguna Playhouse. Presently, I am a semi - retired attorney. A commissioner, unlike an academic, has to combine both intelligence and life experience at many levels in order to address the needs of constituents at many levels and thus perform a service that will be valuable to them. I am a wife, mother, and grandmother. I graduated with honors from California State University at Los Angeles, and attended the University of Southern California for two years. I operated my own business beginning in 1978 and ran for public office last year. I know life at many levels. My sister in law was crippled with multiple sclerosis and on state disability, my nephew is in the Army now stationed in Turkey, my husband served thirty years on the Los Angeles Police Department. One grandchild is in private school and another the same age is in public school and we constantly compare the results. I am applying for appointive position because I impressed enough people in my bid for election to Newport Beach City Council that I was encouraged to continue to get involved. I've been in business for. myself since 1978 and have managed all the finances for both business and household affairs since my husband and I were married in 1964. Abuse of the fiduciary responsibility which should be inherent in government propels me into action. After struggling with the burden of excess insurance costs in my marketing and communications business, I campaigned and was elected to President Reagan's White House Conference on Small Business in 1986. I was one of 42 delegates elected in California, one of 1800 nationwide. We spent over a week in Washington meeting with White House staff to hammer out changes needed by small business during that time. A significant portion of our recommendations soon took effect. My husband and I bought property in Newport Beach in 1982, but didn't move here until 1992 when we built our house. In 1993,1 joined my neighbors in campaigning against Measure A in Newport Beach — a measure which would have added additional property taxes, particularly to rental owners, for 30 years. We won and the measure did not pass. While in business, I learned that negotiation and compromise are arts critical to a successful bottom line. Not only do I have years of business experience, my business depended on meticulous research, easily understood presentations, and constant follow up. These are skills I continue to use and which I know will benefit me in an appointive position. Because most of my clients were commercial architects and developers, I have a great deal of experience in the nuances of planning and design. Therefore, as we discussed, I believe that my skills and experiences could best be utilized on the Planning Commission. We have lived in Newport Beach since 1992. Wayne and I have been married 38 years in a partnership that one of our friends characterized as "Team Zippi ", one of the greatest compliments he could have paid us. We have two daughters, three granddaughters, and one grandson. I attended the University of Southern California for two years. After Wayne and I were married, I attended California State University, Los Angeles at night for ten years, while I raised our girls. I graduated Cum Laude in 1974. Wayne graduated from the University of Redlands and spent 30 years on the Los Angeles Police Department, retiring in 1995. I have owned a small business since 1978 beginning with rental properties. In 1984 I opened a marketing and communications business where I was responsible for evaluating client strengths and weaknesses, conducting market research, developing marketing strategies including goals and objectives, and preparing marketing budgets for a variety of companies. I researched and compiled information on diverse subjects from market dynamics to economic trends. Such information was necessary for management of each client company to make business development decisions and yearly marketing plans. All of this is good experience for the decisions that will be necessary as an Assembly member. • During that period, I was one of 42 delegates elected in California and one of 1800 elected nationwide to participate in President Reagan's White House Conference on Small Business. The reason I campaigned so diligently to be in that delegation was because I and many of my clients were getting crushed by the exorbitant insurance rates, particularly Errors and Omissions Insurance, prevalent at the time. 1800 people met in caucuses and hammered out suggestions for insurance rate reforms and other programs to aid small business, many of which were soon put in place. While in marketing and communications, I founded and was the editor and publisher of a monthly business publication circulated to over 10,000 individuals and businesses in the Pomona(Walnut valley called The Puente Hills Voice. During my business years, I was active in almost a dozen business associations and clubs. One of my most rewarding endeavors was as a five year volunteer on the Los Angeles Police Department, where I worked with crime victims in the detective unit, community outreach programs, new technology applications, and emergency command posts. The property was a run -down fourplex which we rented out until 1992 when we could afford to build our house. However, in 1993, when the City Council decided that we should purchase a piece of land from the Irvine Company that would tax us for thirty years, I joined my neighbors and battled against the Castaways Measure A. We won and thanks to our efforts, all of us in Newport Beach are free of a tax burden that could have been drastically increased yearly. In 1995, Wayne and I had the pleasure of becoming grandparents to three children in one year. My volunteering was devoted to my grandchildren for several years after that. In 2002, abuse of the fiduciary responsibility inherent in government again propelled me into action. I ran for the Newport Beach City Council because I was appalled that over $400,000 of our money had been awarded without competitive bid to political consultants used by a few of the council members. Although my opponents were the incumbent mayor and a well funded special interest group and nobody knew who I was when I filed in August, I still garnered 12% of the vote by November. HAWKINS Statement of Interest Attachment 3 The City of Newport Beach (the "City ") has become a major metropolitan area with the attendant exciting challenges and extensive resources. In addition, the City has special assets and opportunities due to the City's unique community, location and natural resources. Since my appointment to the EQAC in January 1999, I have learned much of these challenges. I welcome the opportunity to serve on the Planning Commission and to continue to assist the City, its residents and its Council in developing rewarding solutions to these challenges including laird use issues, developing its resources to the fullest, and enhancing our quality of life now and in the next century. Many significant challenges await us; the following are some of the most important. First, transportation issues raise significant hurdles for the City. Most significantly, the City must make every effort to prevent the further expansion of John Wayne Airport. Perhaps the proposed settlement agreement will solve this problem, however, the City may need to review its land use options in and around John Wayne Airport, Although the development of a international airport facility at El Toro may no longer be feasible, the City should investigate other options and alternatives for El Toro including some sort ofjoint use Airport and park facility. I have experience in dealing with such issues including advising the City of Orange in mitigating the expansion of the Theo Lacy Jail and related CEQA issues. I believe that this experience would be extremely beneficial in developing a plan to accomplish these airport goals. Second, the City's water resources also present a significant challenge. T'he City must make every effort to preserve its water resources including the water quality of the Back Bay and the area beaches. The City must act to prevent the discharge of effluent into the area without a full study of all potential adverse consequences. Again, I have experience in water resources and water quality. I have represented various districts and corporations in dealing with their water quality problems. Third, the City faces the challenge of sustainable growth. As the City begins the process to update its General Plan, it is important that the process be overly inclusive; all interested parties and groups should participate and see their participation bring results in the process. We cannot allow single interest groups dictate the result: the various interest groups must come together to develop a plan which is acceptable to all sides. Fourth, the Grcenlight initiative is now the law for the City. We must work with each other and with City residents to continue to improve our lovely City while at the same time recognizing the will of the voters. Our General Plan process may move this process far and, once again, bring our City and its residents together. Finally, other challenges face the City: the development of Banning Ranch; infrastructure improvements on the Balboa peninsula; and other important issues. As a small business owner, a homeowner, a board member of a homeowner's association in the area and a member of the Chamber of Commerce, 1 have worked hard to address building maintenance and related problems and to address and cure significant impacts upon our quality of life. All of this presents a tremendous opportunity for the City. Through the EQAC, I have participated in this process. The community is able to enjoy an expanded use of the property while certain protections were placed to control potential impacts. The discretion of the Council was appropriate to the individual characteristics of the application heard before them. As a land use consultant, I've worked extensively with local communities for acceptance of controversial applications by way of working with the city to implement safeguards and protections. The process of working with the community and those affected by land use decisions is an important one. As a member of the council appointed Telecommunications Committee we held numerous workshops for the public and entities affected by the proposed legislation. This process enabled the city to narrow the issues and obtain buy in on the bulk of the proposed regulation. I believe that an important function of a land use commission is to vent issues before they are recommended to the council. On a professional basis, I recently completed a three month community outreach process in the neighborhood of Beverwil in the City of Los Angeles. The issues surrounded a clash between a cell phone provider and local residents on the placement of a facility. Working with Council District No. 5 (Council member Jack Weiss) I was able to iron out the issues with the local community and find a suitable alternative. The council office was both satisfied and appreciative of the process. Attached is my resume which highlights my experience in hundreds of local jurisdictions. DISCUSSION: Background: On June 30, 2004, the following vacancies will occur on City Boards and Commissions: Board of Library Trustees — Seat held by Walter Howald (eligible for reappointment) City Arts Commission — Seats held by Lyn Belasco (not eligible for reappointment) and Arlene Cartozian (eligible for reappointment) Civil Service Board — Seats held by Paula Godfrey and Douglas Wood [Police & Fire nominees] (both are eligible for reappointment) Harbor Commission — Seat held by Marshall "Duffy" Duffield (eligible for reappointment) Parks. Beaches & Recreation Commission — Seat held by Debra Allen (eligible for . reappointment) Ad Hoc Appointments Committee April 27, 2004 Page 2 Planning Commission — Seats held by Jeffrey Cole and Steven Kiser (eligible for • appointment) Consistent with Council Policy A -2, the above stated vacancies will be advertised and applications accepted until 4:00 p.m. on Wednesday, May 12, 2004. Following the interview process, the nominations will be scheduled for confirmation by the full City Council on- Tuesday, June 8, 2004 and the final appointments will be made on Tuesday, June 22, 2004. All new terms will be effective on July 1, 2004 with an expiration date of June 30, 2008. City Council Policy A -2 establishes the procedures for making appointments to the various boards and commissions. As per the Council policy, the Committee's duties are as follows: A. Review all applications for position to City Boards and Commissions. The ad -hoc Appointments Committee will review applicant answers to all questions contained in the application; B. Conduct any necessary interviews with individual applicants; and C. At least two weeks prior to the date of appointment, recommend to the full City • Council at a regular public meeting, two or more candidates for each Board or Commission vacancy. Members of the Council may wish to interview the recommended candidates further prior to final selection by the Council. By requiring two or more candidates for each vacancy, it is the intent of the City Council that at least two separate individuals should be considered for each vacancy, i.e., if there are two vacancies, at least four separate individuals will be considered.
