Harkless, City Clerk 949 - 644 -3005 Iharkless @city.newport- beach.ca.us SUBJECT: Parameters for Conducting District 4 Council Candidate Interviews and the Selection of a New Council Member ISSUE: What "rules" does the City Council want to establish for conducting Council candidate interviews and making the selection? RECOMMENDATION: Confirm the parameters for conducting the interviews and the voting procedures for selecting a new Council Member. DISCUSSION: Background: At the August 24�h City Council meeting, the City Council declared the office held by Council Member Adams to be vacant effective September 1, 2004 and established the process for filling the vacancy. This process is the same that was used to fill the vacancy created by the resignation of Council Member Proctor in October 2003. A summary of those interview and selection process details follows: Date and time of interviews: Tuesday, September 215{ at 6:00 p.m. City Council Chambers 2. Length of interviews: Approximately 25 minutes, with offered a 2 minute introduction statement. each candidate being and a 5 minute closing Parameters for Conducting District 4 Council Candidate Interviews & the Selection of a New Council Member September 14, 2004 Page 2 • 4. Candidate location: Candidates will be kept together in the Council conference room, will be called into the Chambers for their individual interviews, and will return to the conference room after each interview has been concluded. Candidates will be allowed in the Chambers after the last candidate has been interviewed. 5. Questions: Each Council Member will be allowed to ask each candidate questions he deems pertinent to the selection process. 6. Public Input: The public will be allowed to comment on the candidates and the selection at the conclusion of all the interviews. 7. Selection: Discussion of the candidates will take place after the last interview has been conducted. The selection of the District 4 Council Member will follow the discussion. 8. Swearinq -In: The swearing -in ceremony will be held after the selection has been made. • 9. Number of District 4 candidates: 9 10. Cable TV: The City Council meeting with candidate interviews will be televised live on the local cable channel. Subsequent to the approval of this process, Mayor Ridgeway has requested that Council also confirm the procedure for voting on the appointment. Since a process has already been established through Council Policy A -2, Board and Commission Appointments, staff is recommending that a slightly modified version of that procedure be used for this process. That process would be as follows: A. The voting will be by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the Council will cast one vote. In order to be appointed, the nominee must receive at least four votes. D. In the event that no one receives four votes, applicants receiving zero or one vote will be dropped and the Council will cast votes from the list of the remaining applicants and the determination will be made as previously stated.
