HomeMy WebLinkAbout04 - Parking Meter Zone in Mariners VillageCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT COUNCIL A EN A Ia D Agenda Item No. 4 September 14, 2004 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Antony Brine, P.E. 949 - 644 -3311 tbrine @city.newport- beach.ca.us SUBJECT: REVISION OF PARKING METER ZONE IN MARINERS VILLAGE RECOMMENDATION: Introduce an Ordinance to amend Parking Meter Zone 2 in Municipal Code Section 12.44.020 to add the "Northerly side of Avon Street from Riverside Avenue to 150 feet westerly "; and to amend Section 12.44.040 to establish fees for parking meters on Avon Street. DISCUSSION: At their meeting of June 30, 2004, the Traffic Affairs Committee approved a request for the installation of parking meters on the northerly side of Avon Street adjacent to the businesses at 215 Riverside Avenue, and across from the Post Office. (See Exhibit 1). The property owner at 215 Riverside Avenue requested the parking meters to provide for additional short-term parking for the office tenants and visitors, and for customers of the existing restaurant. There are currently ten (10) parking spaces which are posted for "2 -Hour Parking 8AM to 5PM Weekdays ". However, this posting has not been effective at stopping individuals from adjacent properties from parking in these spaces on an all -day basis. This all -day parking has affected the businesses at 215 Riverside Avenue. The installation of new parking meters for the (10) spaces in this location should eliminate the all -day parking, facilitate parking enforcement, and provide the needed short-term parking on this segment of Avon Street. The cost of installation of the meters is approximately $3000. These funds shall be provided from the annual Parking Meter Replacement Program Account #7024- 05200033. The Recommendation includes the introduction of an Ordinance, which will revise Municipal Code Section 12.44.020 'Parking Meter Zones ", and Section 12.44.040 "Parking Meter Fees'. The parking time limit for the new meters shall be 2 hours, and the parking fees shall be established at twenty -five cents ($.25) per hour. Is a r •� a 'cD • �� f � - - _ .' � "yam ORDINANCE NO. 2004- AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AMENDING SECTION 12.44.020 OF THE NEWPORT BEACH MUNICIPAL CODE PERTAINING TO PARKING METER ZONES, AND AMENDING SECTION 12.44.040 PERTAINING TO PARKING METER FEES The City Council of the City of Newport Beach does hereby ordain as follows: SECTION 1: Section 12.44.020 B. Zone 2, of the Newport Beach Municipal Code is hereby amended to read as follows: Section 12.44.020 Parking Meter Zones B. Zone 2. Balboa Boulevard between "A" Street and Adams Street. Bay Avenue between Main Street and Palm Street. Northeasterly side of Newport Boulevard between 21" Street and 30`h Street. Southwesterly side of McFadden Place between 22 "d Street and Ocean Front. Easterly side of McFadden Place between Ocean Front and Court Street. Southerly end of McFadden Place at the approach to the Newport Pier. Southerly side of Court Street between 20`h Street and McFadden Place. 22nd Street between Ocean Front and Balboa Boulevard. 22nd Street between Newport Boulevard and The Arcade. 23" Street between Ocean Front and Balboa Boulevard. The Arcade. Tustin Avenue between West Coast Highway and Avon Street. West Coast Highway between Newport Boulevard and the southerly extension of Irvine Avenue. Northerly side of Avon Street from Riverside Avenue to 150 feet westerly. Section 12.44.040 of the Newport Beach Municipal Code is hereby amended to read as follows: Section 12.44.040 Parking Meter Fees Fees for parking meters in zones established by Section 12.44.020 when the parking meters are in operation are hereby established as follows: i A. One dollar ($1.00) per hour at all meters in Zones 1 and 9. B. One dollar ($1.00) per hour at all meters in Zone 2, except twenty -five cents ($.25) per hour for Coast Highway, Tustin Avenue and Avon Street, and fifty cents ($.50) per hour along northbound Newport Boulevard between 26`h and 30`h Streets, Balboa Boulevard and Bay Avenue. C. Fifty cents ($.50) per hour at all meters in Zones 3 and 7. D. One dollar ($1.00) per hour at all meters in Zone 4 except fifty cents ($.50) per hour on Lido Park Drive and 28 h Street. E. Fifty cents ($.50) per hour at all meters in Zone 5 except one dollar ($1.00) per hour on 32nd Street between Balboa Boulevard and Newport Boulevard. F. One dollar ($1.00) per hour at all meters in Zone 6, except fifty cents ($.50) per hour on 28`h Street between Newport Boulevard and Villa Way. G. Twenty -five cents ($.25) per hour at all meters in Zone 8. SECTION 2: The City Clerk shall cause the same to be published once in the official newspaper within fifteen (15) days after its adoption. SECTION 3: This Ordinance was introduced at a regular meeting of the City Council of the City of Newport Beach, held on the 14 day of September, 2004, and adopted on the 26th day of October, 2004, by the following vote, to wit: AYES, COUNCILMEMBERS: NOES, COUNCILMEMBERS: ABSENT COUNCILMEMBERS: MAYOR ATTEST: CITY CLERK 2
