RECOMMENDATION: Authorize the position of Assistant City Manager, currently Sharon Wood, to act as a Director on the Board of the Orange County Area Housing and Finance Agency, and authorize the position of Program Manager, currently Daniel Trimble, to act as an Alternate Director. DISCUSSION: Background: The Orange County Area Housing and Financing Agency is a Joint Powers Authority which administers the Lease -to- Purchase Homeownership Program that facilitates home ownership for potential moderate- income and above moderate - income homebuyers who have not been able to accumulate a down payment and closing costs. On September 24, 2002, the City Council adopted Resolution No. 2002 -60 authorizing participation by the City of Newport Beach in the Lease -to- Purchase Program as a voting member of the Orange County Area Housing and Financing Agency. In addition, the City Council authorized the City Manager to execute a Joint Exercise of Powers Agreement for membership in the Agency and to attend Agency meetings and take any and all actions necessary to coordinate the City's voting membership in the Agency and participation in the Lease -to- Purchase Program. However, Article 8 of the Joint Exercise of Powers Agreement actually requires the City Council to appoint a "Director" and an "Alternate Director" to serve on the Board of Directors which governs the Agency. Responsibilities of a Director include serving on the Board as a voting member and attending all regular and special meetings. Additionally, the Director representing the City of Newport Beach has been delegated as the Chairperson of the Board of Directors which shall preside at all meetings, sign documents as may be necessary for the proper functioning of the Agency, and perform such other duties as may be imposed by the Board of Directors. When the Director is not present at a Board meeting, the Alternate Director appointed may serve in his /her place with the same authority as a Director. Staff is recommending that the City Council authorize the position of Assistant City Manager, currently Sharon Wood, to act as a Director and authorize the position of Program Manager, currently Daniel Trimble, to act as an Alternate Director on the Board of Directors for the Agency.
