SUBJECT: Refilling of Vacancies on General Plan Advisory Committee
ISSUE:
Should the existing four vacancies on the General Plan Advisory Committee (GPAC) be
filled by applicants recommended by the General Plan Update Committee?
RECOMMENDATION:
Appoint applicants as recommended by the General Plan Update Committee.
DISCUSSION:
There are four new vacancies on the General Plan Advisory Committee:
• Karlene Bradley, At large, District 2
• Carl Ossipoff, At large, District 4
• Ed Siebel, At large, District 5
• Barbara Johnson, At large, District 6
The Update Committee discussed the filling of GPAC vacancies at its meeting of April
12, 2004. Staff asked whether these vacancies should be filled all the way through the
process, considering that new members would have missed a great deal of background
information and early discussions. There were comments from a couple members of
the Update Committee that new GPAC members would be able to contribute. As GPAC
has completed the major task of developing land use alternatives and will now be
moving on to evaluating them and recommending a preferred land use plan, staff
believes it is appropriate to consider again whether new members should continue to be
added to GPAC. This question will be discussed by the Update Committee on
November 8, and staff will provide an oral report at the City Council meeting.

Staff has prepared material to assist the Update Committee and the City Council in
filling the current vacancies, assuming that is the chosen course. The attached chart
shows the vacancies, the current make -up of the Committee and a breakdown by City
Council District. GPAC does not have its originally intended geographic balance due to
redistricting, so staff attempted to regain some balance in our recruiting to fill the current
vacancies. We requested indications of interest from earlier applicants in Districts 4, 5
and 6, where the current vacancies occur. We did not communicate with applicants in
District 2 because, even with Ms. Bradley's resignation, there are 5 at large members, in
addition to three others from this District. District 3 is underrepresented, with only one
at -large member and two others; therefore, staff contacted District 3 applicants even
though the recent resignations did not come from District 3. Although District 7 has only
three members compared to six from District 6, staff did not seek out District 7
applicants. The current vacancies are in at -large positions, for which District 7 has a full
complement.
A second chart showing the applicants who have indicated interest in serving on GPAC
will be delivered on Friday, November 5. Two of those applicants (Jim Navai in District
3 and Gordon Glass in District 4) were among those recommended by GPUC in April,
but were not appointed by the City Council. Then Mayor Pro Tern Adams suggested
that these two applicants be considered when future vacancies arise. Staff will provide
an oral report on the recommendations of the Update Committee at the City Council
meeting.
