SUBJECT: Establishment of Newport Beach /Costa Mesa /Huntington Beach
Borders Committee
RECOMMENDATION:
1. Adopt a Resolution of the City Council of the City of Newport Beach
Establishing the Newport Beach /Costa Mesa /Huntington Beach Borders
Committee.
2. Approve the Mayor's appointment of Council Members Steve Rosansky, Don
Webb and Leslie Daigle.
DISCUSSION:
On April 13, 2004, the City Council adopted a Resolution No. 2004 -29, which
established a Newport Beach /Irvine Borders Committee to deal with issues common to
both cities. The Committee provides a mechanism for elected Council members from
each City to meet and talk about such issues as the John Wayne Airport, traffic
circulation, and housing densities along the cities borders and future issues which may
arise. The City of Irvine appointed members of its Council to meet with Newport Beach
Committee members. One meeting has taken place since the committee was created.
Newport Beach also has common boundaries with Costa Mesa and Huntington Beach.
The upcoming annexation issue regarding what the City is going to do in terms of a
possible annexation application to LAFCO regarding West Santa Ana Heights, the Mesa
Drive area and the Santa Ana Country Club seems to provide an opportunity to have
some dialogue with elected officials in Costa Mesa regarding this annexation issue. In
addition, the 19th Street Bridge is an issue common to Newport Beach, Costa Mesa and
Huntington Beach. It appears to the City Manager that it would be appropriate for the
same Committee mechanism created to have dialogue with elected officials in Irvine, to
be employed for having dialogue with elected officials in Costa Mesa and Huntington
Beach. Therefore, the City Manager is proposing a Newport Beach /Costa

Mesa /Huntington Beach Borders Committee along the lines of the one previously
created. Since Costa Mesa and Huntington Beach border on 3 Council Districts (2, 3
and 4), the Resolution is proposing to have those three Council members on this
Borders Committee. Those three Council members currently are Council Members
Steve Rosansky, Don Webb and Leslie Daigle.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF NEWPORT BEACH ESTABLISHING THE
NEWPORT BEACH /COSTA MESA /HUNTINGTON BEACH
BORDERS COMMITTEE
WHEREAS, the City of Newport Beach shares common borders with the
cities of Costa Mesa and Huntington Beach; and
WHEREAS, there are many issues which the cities have in common, and
in which what happens in one city could have an impact on one of the other
cities; and
WHEREAS, public safety calls for service often require public safety
employees from one city to provide service in another city; and
WHEREAS, the City Councils of the three cities desire to cooperate with
one another to work on issues of mutual concern;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Newport Beach as follows:
Section 1. The Newport Beach /Costa Mesa /Huntington Beach Borders
Committee is hereby established.
Section 2. The Committee shall be comprised of three (3) members of
the Newport Beach City Council, appointed by the Mayor.
Section 3. The duties of the Committee shall be as follows:
a. Share information regarding planning for annexation and
development in the border areas shared by the three cities;
b. Evaluate the potential impacts of such development on areas
including traffic, public safety, air travel demand, and parks and
recreation; and consider the possibility of joint efforts by the cities to
mitigate impacts;
C. Discuss other issues that may affect the border areas shared by the
cities; and
d. Report to each City Council on the progress and recommendations of
the Committee.
Section 4. The Committee shall sunset on December 31, 2008, unless its
term is extended by the City Council.
ADOPTED this 11" day of January, 2005.
