SUBJECT: Appointment of Representative and Alternate to Board of Directors
of Orange County Area Housing & Finance Agency
RECOMMENDATION:
Appoint Assistant City Manager Sharon Wood as the Newport Beach member of the
Board of Directors, and Assistant Planner Jaime Murillo as the alternate member.
DISCUSSION:
The City Council approved Newport Beach's participation in the Orange County Area
Housing & Finance Agency on September 10, 2002. The Agency is a joint powers
authority formed to issue bonds and administer a Lease -to- Purchase Program to
facilitate home ownership by moderate- and above moderate - income households. The
Agency began operation only recently, as there was a delay in participation by other
cities, and some modifications to the program were made based on experience in other
areas of California.
Article 8 of the Joint Exercise of Powers Agreement provides that the City Council or
Board of Supervisors of each Member of the Agency shall appoint a member and
alternate to the Board of Directors. These may be members of the City Council or staff.
I have been representing Newport Beach at initial meetings, and recommend that I
continue as Newport Beach's board member. Assistant Planner Jaime Murillo already
represents Newport Beach at Orange County housing organizations, and is the logical
staff member to serve as the alternate board member.
