Harkless, City Clerk 949 - 644 -3005, Harkless@city.newport-beach.ca.us SUBJECT: UNSCHEDULED VACANCY ON THE CITY ARTS COMMISSION RECOMMENDATION: Confirm the nominations as presented by the Ad Hoc Appointments Committee to fill the unscheduled vacancy as a result of the resignation of David Colley. The successful applicant will be appointed to fill the balance of the unexpired term, which expires on June 30, 2006. DISCUSSION: At the Regular Meeting of January 11, 2005 the City Council declared the position vacant and directed the City Clerk to advertise the vacancy pursuant to Council Policy A -2. Mayor Bromberg, Mayor Pro Tern Webb and Council Member Ridgeway were appointed as the Ad Hoc Appointments Committee. The deadline to apply was Thursday, January 27, 2005. At the conclusion of the application period the applications were forwarded to the committee for their review and scheduling of interviews. Declare a vacancy on the City Arts Commission due to the resignation of David Colley effective January 14, 2005. 2. Confirm the Mayor's appointment of Mayor Bromberg and Council Members Ridgeway and Rosansky to serve on the Ad -Hoc Appointments Committee. 3. Direct the City Clerk to post and publish a Special Vacancy Notice requesting that applications be submitted by 4:00 p.m. on Thursday, January 27, 2005, and schedule the submission of the nominations to the Council on February 8, 2005 with the final appointment to be made on February 22, 2005. DISCUSSION: Background: On December 10, 2004, the City Council received a letter of resignation from David Colley from the City Arts Commission effective on January 14, 2005. Mr. Colley was appointed to a four -year term on the City Arts Commission effective July 1, 2002. His term expires on June 30, 2006, therefore an appointment will need to be made to fill his unexpired term. Pursuant to Council Policy A -2, I have prepared a Special Vacancy Notice for posting and publication of the unscheduled vacancy. As per the notice, applications will be accepted by the City Clerk's office until 4:00 p.m. on Thursday, January 27, 2005. At the close of the application period, I will forward the current applications on file, as well Unscheduled Vacancy on City Arts Commission January 11, 2005 Page 2 as any new applications, to the newly- appointed ad -hoc appointments committee for them to review and conduct any necessary interviews. The two nominations made by the committee will be forwarded to the full Council for confirmation on Tuesday, February 8, 2005 with the final appointment scheduled for Tuesday, February 22, 2005. Unfortunately, this resignation is required due to the change in my permanent residence in California. I will be relocating, and therefore unable to continue my public service to the City of Newport Beach. I have appreciated the opportunity to serve in this capacity, and am thankful that the city has chosen to be so supportive of the arts in the past. I encourage you . and the City Council to maintain this level of support, and hope you continue to ensure that arts - related activities and services are available to citizens and students of Newport Beach.
