Niederhaus, Director, 949 - 644 -3055 dniederhaus @city.newport- beach.ca.us SUBJECT: Purchase of Replacement Motorcycles ISSUES: Two police motorcycles were damaged in a collision in November of last year One of the units cannot be repaired. While the other motorcycle is repairable, it may not stand up to the demands of daily traffic enforcement duty. Should the City purchase two motorcycles to replace the damaged units? RECOMMENDATIONS: Authorize the purchase of two BMW motorcycles for an estimated cost of $40,800. Approve Budget Amendment BA , transferring $40,800 from unappropriated Internal Service Fund reserves to the General Services Department Account 6120 -9100 to fund the cost to purchase the two units and the associated setup costs. DISCUSSION: On November 28, 2004, Units 2113, a 2002 BMW motorcycle, and 2123, a 2004 BMW motorcycle, were struck by another car, whose driver made an illegal left turn. Unit 2113 incurred over $6,000 in damage, and Unit 2123, which had been placed into service only two months prior, was a total loss. Unit 2113 is being repaired and returned to BMW under provisions of the buy back program afforded in the purchase contract. The unit will be reconditioned and made available for retail sale, as is normal practice for many CHP and local police department motorcycles. Staff has invoiced the other party and his insurance company for the repair cost of Unit 2113, the replacement cost of Unit 2123 and for the damage to radios and auxiliary equipment from both motorcycles, a total of over $32,600. Purchase of Replacement Motorcycles March 8, 2005 Page 2 Consequently, we are seeking approval to purchase two replacement motorcycles for the Police Department. We have purchased similar motorcycles recently and these units would be added to that order. FUNDING: Adequate reserves are available in the Internal Service Fund (ISF) to fund this unbudgeted expenditure. Any proceeds from an insurance settlement will be transferred to the ISF. ENVIRONMENTAL REVIEW: This action requires no environmental review, as it is not a project pursuant to CEQA. SUMMARY: Following the November accident, the Police Department inventory is currently two motorcycles below its authorized limit. Approval of the purchase of two motorcycles and the associated budget amendment will ensure the Police Department has a full allotment of motorcycles for traffic enforcement activities.
