Harkless, City Clerk 949 - 644 -3005 Iharkless @city.newport- beach.ca.us SUBJECT: APPOINTMENT BY MAYOR OF AD -HOC APPOINTMENTS COMMITTEE TO REVIEW APPLICATIONS AND MAKE RECOMMENDATIONS TO THE FULL COUNCIL FOR THE BOARD AND COMMISSION VACANCIES SCHEDULED TO OCCUR ON JUNE 30, 2005 RECOMMENDATION: Confirm the Mayor's appointment of Council Members and to serve on the ad -hoc appointments committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 2005. DISCUSSION: Background: On June 30, 2005, the following vacancies will occur on City Boards and Commissions: Board of Library Trustees — Seat held by Harry Hamilton (eligible for reappointment) City Arts Commission — Seats held by Kathy Harrison (not eligible for reappointment), Dennis Baker and Kirwan Rockefeller (both eligible for reappointment) Civil Service Board — Seat held by Bert Carson [Council nominee] (eligible for reappointment) Harbor Commission — Seats held by Ralph Rodheim (Seat #5) and Seymour Beek (Seat #7) (both eligible for reappointment) Parks, Beaches & Recreation Commission — Seats held by Roy Englebrecht (eligible for reappointment) and Val Skoro (not eligible for reappointment) Ad Hoc Appointments Committee April 26, 2005 Page 2 Planning Commission — Seats held by Edward Selich (not eligible for reappointment) and Michael Toerge (eligible for reappointment) Consistent with Council Policy A -2, the above stated vacancies will be advertised and applications accepted until 4:00 p.m. on Wednesday, May 11, 2005. Following the interview process, the nominations will be scheduled for confirmation by the full City Council on Tuesday, June 14, 2005 and the final appointments will be made on Tuesday, June 28, 2005. All new terms will be effective on July 1, 2005 with an expiration date of June 30, 2009. City Council Policy A -2 establishes the procedures for making appointments to the various boards and commissions. As per the Council policy, the Committee's duties are as follows: A. Review all applications for position to City Boards and Commissions. The ad -hoc Appointments Committee will review applicant answers to all questions contained in the application; B. Conduct any necessary interviews with individual applicants; and C. At least two weeks prior to the date of appointment, recommend to the full City Council at a regular public meeting, two or more candidates for each Board or Commission vacancy. Members of the Council may wish to interview the recommended candidates further prior to final selection by the Council. By requiring two or more candidates for each vacancy, it is the intent of the City Council that at least two separate individuals should be considered for each vacancy, i.e., if there are two vacancies, at least four separate individuals will be considered. Once the final appointments are made by the City Council, the ad -hoc appointments committee will be dissolved. Environmental Review: Not applicable Submitted by: oar. �• r��' LaVonne M.
