Over this period, I have grown to love and appreciate our wonderful surroundings with the Ocean and the Bay, and intend to live here through retirement. I have become keenly aware of the opportunities and need to preserve and enhance the beauty and desirability of the area. I wish to volunteer my time and experience toward maximizing those opportunities for the benefit of the Peninsula area, as well as Newport Beach as a whole. I believe that in view of my background, the Planning Commission would be a good place to begin my involvement in public service. I have had a long and successful career as a senior administrative and financial officer of publicly held companies headquartered in Southern California, both large and small. Over this time, I have developed strong problem solving skills in dealing with a wide variety of complex issues. My general approach to problem solving is to listen carefully to all sides, study the issues and then build consensus for a practical solution. This approach should serve me well as a participant in the governmental process. During my tenure as Chief Financial Officer of the large homebuilder, KBHome, I was a key decision maker on hundreds of homebuilding projects in California, including many in Orange County. This experience gave me excellent knowledge of the land planning process and issues, and the need to balance competing priorities in the community. I have recently changed careers to the field of private financial management, and now have the time and flexibility to be an effective and responsible member of the Planning Commission. Under new leadership for the past three years; the staff has gained skills and increased morale and I am pleased with the atmosphere that we trustees have established for this growth to occur. The trustees now enjoy close relations with the Library Foundation and the Friends of the Library, the two fund- raising units. A beautiful new Mariner's Branch building is under construction that will jointly be used by Mariner's School. bringing excellent new services to the residents and school children on the west side of the Back Bay. The book and media collections are growing. New services are being offered to the community, including a recently opened web site to serve the business community, designed in conjunction with the Newport Chamber of Commerce. A wonderful week of events occurred last year to commemorate the tenth anniversary of the main branch of the library. Several lecture series bring excellent authors to the library to share their knowledge and insights with audiences eager to expand their horizons. The library 1s magnificently supported financially and philosophically by the Newport City Council; much to the delight of the tens of thousands of people who use the library throughout the year. The library truly is a jewel for the City of Newport Beach. I have been privileged to serve as a trustee during all of these exciting and beneficial changes. I feel I have been instrumental in providing a setting in which many of these advances have occurred. I believe there is more to come and I would like to continue serving the community as a library trustee. A hardbound sketchbook and supply of soft pencils were always a part of his travel goods, inspiring o magazine article on Pete called "Hove Pencil, Will Travel." Pete was also on acclaimed watercolor artist. Through Pete, I discovered that sketching while in a foreign.environment forces you to observe and appreciate o new world of experiences for better than o quick, "on the run" snapshot photo. This results in o deeper understanding of the history, the culture, and the architecture of o region. In our business of creating resorts in exotic places, this acquired knowledge con pay dividends in the design process of creoting visitor facilities appropriate to the intended guest experience. Beyond the sheer enjoyment, sketching also con pay some unexpected small div- idends. More thon once over the years, I've exchanged a sketch of o B&B or of a resort feature far a night's stoy- Some of these sketches have been converted into front desk postcards or used in the establishment's P.R. moteriols. You don't have to be on accomplished artist to enjoy this hobby. I tend to over work and over detail my sketches when compared to someone like Pete, who captured the image with o minimum of lines. December 15, 2004 I wish to serve on the City of Newport Beach Arts Commission for a number of reasons. First, I have a great passion for the arts and desire to increase its presence in Newport Beach. I truly believe this effort enhances our community as a whole. I am especially committed to providing opportunities for children and lower income families to participate in the arts. Second, I have been active in the arts community in Newport Beach and surrounding areas for several years. I am a member of the Orange County Musuem of Art and a life member of the Newport Beach Public Library. I also support the Sound of Music, the largest guild for the Orange County Performing Arts Center. I currently serve on the Board of Directors for Ballet Pacifica. Ballet Pacifica, formed over 30 years ago, has gone through a large reorganization in the past 12 months. I played an instrumental part in resolving issues (legal, financial and artistic) relating to the reorganization. This effort recently resulted in appointment of Ethan Steiffel, principal dancer with American Ballet Theater and one of the top dancers in the world, as Artistic Director of Ballet Pacifica. I also chaired Ballet Pacifica's Signature Event in September of 2004. This event, a luncheon for 350 business and community leaders, resulted in fundraising of over $125,000, the largest single contribution to Ballet Pacifica's Annual Fund ever. California Environmental Protection Agency Printed do R*CYCW Paper RE: Unsolicited Recommendation for Marti Klein and Dr. Barry Read This is to convey to you my unsolicited and unconditional recommendation for the reappointment of Marti Klein and Dr. Barry Read to the Hearing Board of the South Coast Air Quality Management District The Hearing Board is a quasi-judicial body authorized to grant variances, decide appeals from actions of the Executive Officer, issue Orders for Abatement and issue subpoenas. As such, each member of the Hearing Board functions as an administrative law judge. In reviewing their applications, you will note that both have extensive applicable experience. Other candidates you will consider may also be well qualified on paper. Both Ms. Klein and Dr. Read, however, have demonstrated that they are effective, fair and impartial members of the Hearing Board, each having heard and participated in over two hundred cases a year. As a member of the Hearing Board, a person must be able to: • Carefully review and understand complex envirommental, technical, legal and economic issues; Judge each case fairly, according to law, setting aside any personal biases; • Differ with fellow Hearing Board members in a constructive and professional manner, and • Treat all persons coming before the Hearing Board (Small and large business operators, attorneys, members of the public and District staff) with respect Both Ms. Klein and Dr. Read have demonstrated these abilities over the past several years. As part of their active service on the Hearing Board, both candidates have participated in a number of extra efforts to make the Hearing Board a more user - friendly entity for all persons coming before it These include presentations at Environmental Justice workshops, development of user - friendlier petition forms, development of documents and a video to explain the process before the Hearing Board to business operators who wish to appear without counsel before the Hearing Board As further examples of their work, Ms. Klein has been invited to lecture next month at the CARB sponsored Advanced Hearing Board Workshop and Dr. Read has been invited to speak to the Environmental Law Section of the L.A. County Bar Association next month. City Council Policy A -2 establishes the procedures for making appointments to the various boards and commissions. As per the Council policy, the Committee's duties are as follows: A. Conduct any necessary interviews with individual applicants; and C. At least two weeks prior to the date of appointment, recommend to the full City Council at a regular public meeting, two or more candidates for each Board or Commission vacancy. Members of the Council may wish to interview the recommended candidates further prior to final selection by the Council. By requiring two or more candidates for each vacancy, it is the intent of the City Council that at least two separate individuals should be considered for each vacancy, i.e., if there are two vacancies, at least four separate individuals will be considered.
