Henn Supplemental Statement as to why I wish to serve on the Planning Commission I have owned a home on Balboa Peninsula in Newport Beach for over 10 years and I am proud and fortunate that all three of my children also live on the Peninsula or its environs. Over this period, I have grown to love and appreciate our wonderful surroundings with the Ocean and the Bay, and intend to live here through retirement. I have become keenly aware of the opportunities and need to preserve and enhance the beauty and desirability of the area. I wish to volunteer my time and experience toward maximizing those opportunities for the benefit of the Peninsula area, as well as Newport Beach as a whole. I believe that in view of my background, the Planning Commission would be a good place to begin my involvement in public service. • I have had a long and successful career as a senior administrative and financial officer of publicly held companies headquartered in Southem California, both large and small. Over this time, I have developed strong problem solving skills in dealing with a wide variety of complex issues. My general approach to problem solving is to listen carefully to all sides, study the issues and then build consensus for a practical solution. This approach should serve me well as a participant in the governmental process. During my tenure as Chief Financial Officer of the large homebuilder, KBHome, I was a key decision maker on hundreds of homebuilding projects in California, including many in Orange County. This experience gave me excellent knowledge of the land planning process and issues, and the need to balance competing priorities in the community. I have recently changed careers to the field of private financial management, and now have the time and flexibility to be an effective and responsible member of the Planning Commission. It has been a pleasant and productive time for the library and a very rewarding time for me. The trustees now enjoy, close relations with the Library Foundation and the Friends of the Library, the two fund- raising units. A beautiful new, Mariner's Branch buildine is under construction that will jointly be used by Mariner's School, bringing excellent new, services to the residents and school children on the west side of the Back Bay. The book and media collections are growing. New services are being offered to the community, including a recently opened web site to serve the business community, designed in conjunction with the Newport Chamber of Commerce. A wonderful week of events occurred last year to commemorate the tenth anniversary of the main branch of the library. Several lecture series brine excellent authors to the library to share their knowledge and insights with audiences eager to expand their horizons. The library is magnificently supported financially and philosophically by the Newport City Council, much to the delight of the tens of thousands of people who use the library throughout the year. The library truly is ajewel for the City of Newport Beach. I have been privileged to serve as a trustee during all of these exciting and beneficial changes. I feel I have been instrumental in providing a setting in which many of these advances have occurred. I believe there is more to come and I would like to continue serving the community as a library trustee. First, I have a great passion for the arts and desire to increase its presence in Newport Beach. I truly believe this effort enhances our community as a whole. I am especially committed to providing opportunities for children and lower income families to participate in the arts. Second, I have been active in the arts community in Newport Beach and surrounding areas for several years. DISCUSSION: Background: On June 30, 2005, the following vacancies will occur on City Boards and Commissions: Board of Libras Trustees — Seat held by Harry Hamilton (eligible for reappointment) City Arts Commission — Seats held by Kathy Harrison (not eligible for reappointment), Dennis Baker and Kirwan Rockefeller (both eligible for reappointment) Civil Service Board — Seat held by Bert Carson [Council nominee] (eligible for reappointment) Harbor Commission — Seats held by Ralph Rodheim (Seat #5) and Seymour Beek (Seat #7) (both eligible for reappointment) Parks, Beaches & Recreation Commission — Seats held by Roy Englebrecht (eligible for reappointment) and Val Skoro (not eligible for reappointment) Ad Hoc Appointments Committee April 26, 2005 Page 2 Planning Commission — Seats held by Edward Selich (not eligible for reappointment) and Michael Toerge (eligible for reappointment) Consistent with Council Policy A -2, the above stated vacancies will be advertised and applications accepted until 4:00 p.m. on Wednesday, May 11, 2005. Following the interview process, the nominations will be scheduled for confirmation by the full City Council on Tuesday, June 14, 2005 and the final appointments will be made on Tuesday, June 28, 2005. All new terms will be effective on July 1, 2005 with an expiration date of June 30, 2009. City Council Policy A -2 establishes the procedures for making appointments to the various boards and commissions. As per the Council policy, the Committee's duties are as follows: A. Review all applications for position to City Boards and Commissions. The ad -hoc Appointments Committee will review applicant answers to all questions contained in the application; B. Conduct any necessary interviews with individual applicants; and 0 C. At least two weeks prior to the date of appointment, recommend to the full City Council at a regular public meeting, two or more candidates for each Board or Commission vacancy. Members of the Council may wish to interview the recommended candidates further prior to final selection by the Council. By requiring two or more candidates for each vacancy, it is the intent of the City Council that at least two separate individuals should be considered for each vacancy, i.e., if there are two vacancies, at least four separate individuals will be considered.
