Sinacori 949 - 644 -3311 msinacori @ city. newport- beach.ca. us SUBJECT: BONITA SPORTS PARK STORAGE BUILDINGS — REJECT ALL BIDS FOR CONTRACT NO. 3683 RECOMMENDATIONS: Approve the plans and specifications. 2. Reject all bids for Contract No. 3683. DISCUSSION: At 2:00 P.M. on June 14, 2005 the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low Unique Performance Construction $119,880.00 2 Horizons CCI Services, Inc. 142,318.36 The low total bid amount is 71 percent above the Engineer's Estimate of $70,000. The low bidder, Unique Performance Construction, possesses a California State Contractors License Classification B as required by the project specifications. This project called for installation of two small block storage buildings (100 and 50 sq. ft.) with matching construction materials as the existing restrooms at the East Bonita Canyon Sports Park. The intended use of these buildings were for the soccer and baseball leagues equipment storage. The cost per square foot for these amounted to $800, which is not reasonable for the intended use. Therefore rejection of all bids is recommended. The proposed storage buildings have no plumbing or electrical components. When the park was originally constructed in the late 90's, the Mid and West Park 1100 square foot restroom buildings were constructed for $250,000 each or roughly $227 per square foot, which included plumbing and electrical work. Since each of the existing three BGSP restrooms buildings include storage for the sports group, this project timing is not critical and re- evaluation may produce significant cost savings.
