HomeMy WebLinkAbout04 - Integrated Regional Water Management Implementation GrantCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 4 June 28, 2005 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Robert Stein, P.E. 949 - 644 -3311 rstein @city. newport- beach. ca. us SUBJECT: ADOPT RESOLUTION DESIGNATING AN AUTHORIZED CITY REPRESENTATIVE TO FILE AN APPLICATION FOR AN INTEGRATED REGIONAL WATER MANAGEMENT IMPLEMENTATION GRANT RECOMMENDATION: Adopt a Resolution authorizing the Public Works Director to file an application for an Integrated Regional Water Management implementation Grant. DISCUSSION: The City is applying for grant funding from the California Department of Water Resources Integrated Regional Water Management (IRWM) Program to fund the construction of the detention basin in Buck Gully North of Coast Highway. The estimated cost for the detention basin is $600,000. The grant funding request will be approximately $540,000 with the City's share totaling $60,000. The construction of a detention facility in the upper canyon is required before construction can begin on stabilizing structures downstream near the mouth of the canyon, which has been an area of significant erosive scour and headcutting. Construction of the detention basin, if funded, would commence in fall 2006. Construction of the grade control system would occur the following year. Funding for the grade control system has not yet been identified. The design of the detention basin along with the downstream grade control system will occur in FY 05/06 at a cost of about $400,000. Funding comes from Proposition 13 Watershed and Buck Gully Grants as well as the General Fund. The grant application requires a resolution from the City authorizing the Public Works Director to file an application for an IRWM Implementation Grant to fund the construction of the detention basin. Badum is Works Director RESOLUTION NO. 2005 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH DESIGNATING AN AUTHORIZED REPRESENTATIVE TO FILE AN APPLICATION FOR AN INTEGRATED REGIONAL WATER MANAGEMENT IMPLEMENTATION GRANT WHEREAS, the City of Newport Beach intends to design, permit, and construct the Buck Gully Detention Basin; and WHEREAS, the California Department of Water Resources and State Water Resources Control Board has announced the availability of funds from the Integrated Regional Water Management Implementation Grant Program pursuant to the Water Security, Clean Drinking Water, Coastal and Beach Protection Act of 2002 (Water Code Section 79560 et seq.); and WHEREAS, said grants are intended to help solve flooding, improve water quality, and protect wildlife habitat. BE IT RESOLVED THAT the City Council authorizes the Public Works Director or his designated representative to prepare and file such application. Adopted this 28`h day of June, 2005.
