(5 Ayes, 2 Abstain) Item 2: 1401 Dove Street (PA2003 -120) This item was a request for an extension of the approval of Traffic Study No. 2003 -002 and Modification Permit No. 2003 -005 for the office building proposed at 1401 Dove Street. This item was approved on the consent calendar and is subject to appeal by the public or City Council. (All Ayes) Item 3: Domingo Villas, Inc. (PA2004 -243) 757 Domingo Drive This item is a request to approve a Condominium Conversion and a Tentative Tract Map that would convert an existing 8 -unit apartment complex into 8 units for individual ownership and sale. The project also includes the interior and exterior renovation of the existing residences and detached garages and the installation of new hardscape, landscaping and new exterior decks. The application also includes a request for a Modification Permit (MD2005 -066) to allow expanded decks, a fountain, vehicular gates and a trash enclosure within the side and front setbacks. The project site is located within the MFR (Multi - Family Residential) zone. Discussion centered on insuring that adequate notice of the condominium conversion hearing was given to tenants and on the design of the parking areas. This item was approved and is subject to appeal or call up by the public or City Council. (All Ayes) Item 4: Appeal of Modificaiton Permit No. 2005 -049 (PA2005 -082) A Condominium Conversion and a Tentative Parcel Map to convert a duplex into condominiums. Also included in the application is a request for a Modification Pemrmit to allow the division of a two -car garage into two single -car garages with a clear interior width of 8 -feet 9- inches where the Zoning Code requires a minimum of 9 -feet 3- inches. No waivers or exceptions to the Title 19 development standards are requested with the application. REQUEST FOR CONTINUANCES: CONSENT CALENDAR Notice to the Public All matter(s) listed under CONSENT CALENDAR (Item 1 and 1B) is considered by the Commission to be routine and will all be enacted by one motion in the form listed below. The Planning Commission Members have received detailed staff reports on each of the items recommending an action. There will be no separate discussion of these items prior to the time the Commission votes on the motion unless members of the Commission, staff or the public request specific items to be discussed and /or removed from the Consent Calendar for separate action. Members of the public who wish to discuss a Consent Calendar item should come forward to the lectern upon invitation by the Chairman, state their name and Consent Calendar Item number. ITEM NO. 1. Minutes of the regular meeting of July 21, 2005. ACTION: Approve as written and order filed. ITEM NO. 2. 1401 Dove Street office building SUMMARY: Request for an extension of the approval of Traffic Study No. 2003 -002 and Modification Permit No. 2003 -005 for the office building proposed at 1401 Dove Street (PA2003 -120). ACTION: Approve an extension of the expiration date of the applications an additional 36 months. HEARING ITEMS: ITEM NO. 3. (Red light signifies when three minutes are up; yellow light signifies that the speaker has one minute left for summation) ACTION: Approve Condominium Conversion No. 2004 -021, Tract Map No. 2004 -005 and Modification Permit (PA2004 -243) subject to the findings and conditions. ITEM NO. 4. Appeal of Modification Permit No. 2005 -049 (PA2005 -082) 701 Begonia Avenue SUMMARY: A Condominium Conversion and a Tentative Parcel Map to convert a duplex into condominiums. Also included in the application is a request for a Modification Pemrmit to allow the division of a two -car garage into two single -car garages with a clear interior width of 8 -feet 9- inches where the Zoning Code requires a minimum of 9 -feet 3- inches. No waivers or exceptions to the Title 19 development standards are requested with the application. ACTION: Uphold the decision of the Zoning Administrator to approve Modification Permit No. 2005 -049 by affirming the findings made by the Zoning Administrator. ITEM NO. 5. Parking standards for duplexes Code Amendment No. 2005 -008 (PA2005 -168) SUMMARY: Code Amendment No. 2005 -008 amending Chapter 20.66 of the Municipal Code to increase the minimum parking requirement for duplexes not located within the Coastal Zone or Old Corona del Mar from 1.5 Spaces Per Unit to 2.0 spaces per unit and amendment to Title 19 of the Municipal Code (Subdivisions) related to minimum parking standards for the conversion of a duplex to condominiums (PA 2005 -168). ACTION: Recommend approval of Code Amendment No. 2005 -008 to the City Council.
