SUBJECT: Council Consideration of Providing Disaster Support for the Hurricane
Katrina Relief Effort
ISSUE:
Does the City Council want to provide any form of assistance, including financial
assistance, to the relief efforts currently underway in support of Hurricane Katrina
victims?
RECOMMENDATION:
Discuss and provide direction.
DISCUSSION:
Background:
The City Manager has been asked by several Council members whether the City was
going to financially support the Hurricane Katrina relief effort. He is placing that
discussion on the agenda for Council to decide.
The City Attorney has opined that doing so would not necessarily constitute a gift of
public funds, as this disaster is of such a magnitude that all people and levels of
government are being asked to assist in the relief effort.
Thus far, the City has sent two 2 -man Fire Department relief teams in response to a
FEMA request for 1,000 2- person Fire relief teams from across the country. FEMA will
pay for their travel, salary while away and living expenses, but will not cover the
overtime required to backfill their positions. We estimate the overtime expenses will run
the City approximately $15,000 during the expected 30 day duration the teams are
expected to be deployed.

Some questions the Council might want to address are the following:
1. Does the City Council want to financially support the relief effort?
2. If so, in what amount, and where would the money come from?
3. If financial support is desired, to which agency should that support be conveyed?
4. Are there any other methods of support the Council wants to consider?
