RECOMMENDATION: Staff recommends the City Council adopt a resolution (copy attached) creating the City Council Airport Liaison Committee (Committee) and establishing the Committee's composition and duties. Staff also recommends the Mayor appoint three members of the Council to the Committee. DISCUSSION: In July 2006, the City Council adopted a comprehensive City Council "Airport Policy" (Policy) designed to protect Newport Beach residents from the adverse impacts resulting from air carrier operations at John Wayne Airport (JWA). The Policy establishes protection of Newport Beach residents from JWA impacts as the primary objective. The Policy also makes it clear that achieving the primary objective requires a full understanding and consideration of the complex factors that influence the level of service at JWA and extensive and ongoing involvement of the City Council, the City Manager, and community groups involved and interested in JWA issues. Staff believes that formation of the Committee would be helpful during the initial stages of Policy implementation. The Committee would, among other things, serve temporarily as the "Corridor Cities" liaison, conduct initial meetings with community groups involved in airport issues and recommend to the City Council any action (including the need for successor committees) necessary or appropriate to implement the Policy and protect Newport Beach residents. Environmental Review: CEQA does not require any environmental documentation.
