(1)A Local Tsunami comes with no or little warning. (2)A Pacific -wide Tsunami will come with a warning from the Alaska Tsunami Warning Center. • Tsunami Watch —The Alaska Tsunami Warning Center (ATWC) has determined the earthquake may very likely have created a tsunami and is advising parties to be alert as the ATWC awaits tide data to support tsunami generation. • Tsunami Warning —The Alaska Tsunami Warning Center (ATWC) finds conditions serious enough to issue immediate warning, which will include an approximate arrival time of the waves. Action must be taken. Local Tsunami -Comes without any warning ❑ When a strong earthquake is felt that lasts more than 30 seconds, a tsunami may have been generated that can strike the coast in less than 10 minutes • Immediately evacuate all beaches and beachfront persons. • Lifeguards should make the following PA announcement: "Due to the earthquake, a tsunami may have been formed. First Responder Evacuation At 30 minutes prior to the Tsunami wave arrival, Control One will initiate an announcement over all radio systems (Police. Fire. Lifeguards. Public Works, General Services. OCTA, Sheriffs Department, and any other response agencies) to immediately evacuate all personnel out of the impact area. ❑ Proclaim Local Emergency Director of Emergency El Close all non - essential city facilities Services i ❑ Recall off -duty personnel ❑ Call in off duty police, fire, lifeguards, public works, and any other departments Police Fire needed. Branch, or Unit ❑ The city will be divided by the Newport Bay into two areas — West Area and East Area ❑ West Staging Area — Set up at General Services Yard EOC Fire Chief ❑ East Staging Area — Set up at Lincoln Elementary School ❑ Staging Areas are the responsibility of the Fire Department. Assign a Fire Captain or crew to set up and manage the Staging Area. ❑ Aler ingNVaming the public and Evacuation are the responsibility of the Police Department. The Fire dept. is more experienced with ICS, therefore a Unified Command will be formed. ❑ Secure major in and outbound traffic routes ❑ Give orders for Staging Area setup • Use the Police Command Post vehicle at the General Services Yard parking lot as the West Staging Area • Use the school yard at Lincoln Elementary for the East Staging Area ❑ Other possible Staging Area locations are Fashion Island, Big Canyon Reservoir, and the Central Library. ❑ Call for Mutual Aid ❑ Police Department • Call OCSD for personnel to assist in alerting warning and evacuation. Police ❑ Fire Department • Make a request via Metro Net to Area Coordinator for personnel to assist with Fire evacuation of non - ambulatory persons, search and rescue, and swift water rescues. ❑ Have Liaison make external notifications ❑ Contact the County Operational Area 714 - 628 -7054 or 714 -628 -7000 and let EOC Liaison, or them know we are activated. Emergency Services ❑ If school is in session, call the Superintendent office and request an Agency Coordinator Representative report to the EOC immediately. Give them the names of the schools to be evacuated and tell them to contact their Bus Transportation personnel immediately to start moving the schools. • Newport-Mesa School District: 714 - 424 -5000 ❑ Notify O.C. Sheriff Harbor Patrol at 714 -840 -5222 or 949 -723 -1002, and EOC Police Chief or request they notify and evacuate bay front homes and boats. Watch Commander ❑ Notify the following cities and locations, Costa Mesa, Irvine, Laguna Beach, Orange County Fair Grounds, and Orange Coast College that we will be evacuating residents into their cities and sites • City of Costa Mesa Police Dispatch: 714 - 7545252 ■ City of Irvine Police Dispatch: 949 - 7247200 • City of Laguna Beach Police Dispatch: 949 -497 -0358. • Orange County Fair Grounds: 714 - 708 -1577 or 714- 392 -9547 • Orange Coast College: 714 -412 -0582 or 714 -412 -0585 ❑ School Evacuation — If during school hours ❑ If after school hours, send a police officer to each school site to evacuate anyone at the sites. Police Responsibility ❑ All schools in the West Area impact zone will be evacuated and sent to Newport Harbor High School. All schools in the East Area impact zone will be evacuated to Corona Del Mar High School. ❑ Notify the following schools to evacuate. Tell them to call their district transportation department and request buses. Balboa 949- 644 -3166 30 students and 10 adults Medical Facilities Evacuation ❑ The Fire department is responsible for evacuating non - ambulatory people and Fire Responsibility children. Contact the following sites in the impact zone and find out if they need assistance. If they need assistance, send the Medic Units and any supporting agencies. • West Area Command • Hoag Hospital -Lower Campus 1 Hoag Rd.949 645 -8600, • East Area Command • Balboa Island Board and Care 300 Apolena Ave. 949 -673 -8589, 7 beds ❑ Alert and Warn the Public The following alerting systems are available in Newport Beach: ❑ Police unit public address system Police, Lead ❑ Helicopter public address loud speakers ❑ Fire apparatus sirens ❑ Lifeguard apparatus sirens ❑ Door -to -door canvassing ❑ Activate EAS If no EAS message has gone out, activate the Emergency Alerting System (EAS) by calling EOC PIO the Orange County Sheriff Control Watch Commander at 714 -628 -7000 or 714 -628 -7008. ❑ See the county -wide pre - scripted message (Orange County Tsunami blaming Sample EOC PIO Radio/TV EAS Message) located in Form L — Other Attachments. ❑ Develop a press release EOC PIO ❑ See Section L — Sample Press Release has been written ❑ Notify all major media outlets — PIO has an e-mail address Distribution List. ❑ Consider using NBIV to get emergency information out. For specific information, maps must EOC PIO be viewed. ❑ Consider placing the press release and maps on the City's website. EOC PIO & MIS ❑ PIOs should consider setting up a Joint Information Center (JIC) with the county. If this is done the City must send one PIO or responsible individual to the JIC. Phase V - Response into Tsunami Impact Area "All Clear First Responders" ❑ The EOC Unified Command will issue the "All Clear First Responders" two hours after the last wave arrives. This will be broadcasted over radios. ❑ Only first responders are allowed back in the impacted area ❑ Set up barricades to secure the impacted area ❑ Fire, Police, Lifeguards, Building, Utilities and Public Works will conduct damage surveys and report all damage to the EOC, and West and East Staging Area. ❑ Utilize the Police Helicopter with Fire, Police and Building representatives to survey the damage. ❑ Priorities for the impacted area include: • Damage Assessment and reporting • Search & Rescue and Water Rescues • Medical Operations EOC • Fire Suppression • Logistical needs for first responders • Coroner • Set up and supply Shelters to stranded individuals • Public Health • Utility Restoration and Potable Water (city owned utilities and public utilities) • Animal Care • Environmental Health • Coordinating Mutual Aid • Public Information Assigned To Section, Branch. or Unit Phase VI - Cleanup and Recovery Operations Form C - IC Checklist TSUNAMI Page 11 of 12 of Newport Beach Tsunami Incident Action Plan ❑ Issues to consider. • Debris Removal • Clearing Roadways • Utility Restoration • Restore City Services • Get Schools up and operating • Move people back into impact area • Develop a daily newsletter for people in the impact area regarding the restoration progress. • Contacting the National Weather Service to report damage 858 -675 -8705 ❑ "All Clear" — It is up to the locals (not the Alaska Tsunami Warning Center) to issue an "All Clear.' It is recommended that we wait for 2 hours after the last wave hits to give the "First EOC Responder All Clear." The County EOC will issue an Emergency Alerting System (EAS) message indicating that only first responders will be allowed back into the impact area if damage epsts. • "All Clear First Responders" first responders will be the only individuals into the impact area. • "All Clear" once first responders agree there are no remaining hazards in the impact area, they should recommend to the EOC that an EAS message of "All Clear" be issued. The Police Department would then open the area up to persons who live in the area. For this plans purpose, we have narrowed tsunamis to two basic types: Local Tsunami (arrives within minutes) and Pacific -wide (an hour or more before its arrival). B. There are no warning systems for a Local Tsunami. When a strong earthquake is felt, a Local Tsunami may be generated within minutes. C. The City of Newport Beach receives all tsunami information from the West Coast and Alaska Tsunami Warning Center located in Alaska. News reports of tsunami warnings or watches issued from the Pacific Tsunami Warning Center in Hawaii are not for Newport Beach or the West Coast of California. D. The City of Newport Beach has installed earthquake and tsunami notification systems called California Integrated Seismic Network (CISN), Emergency Digital Information System (EDIS), and Weather Radios in the following sites: Fire Stations, EOC and Lifeguard Headquarters. E. A Local Tsunami could strike with little or no warning. An Orange County off shore fault could cause a tsunami that impacts Orange County Coastline in as little as 10 minutes. F. For Pacific -wide Tsunamis, warning time may allow the City time to warn the public; evacuate critical facilities; establish temporary shelters, and secure the coastal areas. G. Estimated Time of Arrivals: ➢ Catalina 10 minutes ➢ Chile 14 hours ➢ Alaska 5.5 hours ➢ Hawaii 10 hours H. For Pacific -wide tsunami events, the West Coast and Alaska Warning Center will issue updates at least every hour. I. For Pacific -wide events, the national Tsunami Warning System may take up to 5 minutes to develop and deliver a warning message via CLETS to the Orange County Sheriffs Department Emergency Communications Bureau (ECB), Control One. It may take up to 15 minutes for the National Weather Service to activate the Emergency Alert System (EAS). Local public safety agencies will initiate response upon receipt of the warning. J. Control One is the Warning Point for all of Orange County. The County government is tasked with notification and early warning upon receipt of a tsunami warning. These warnings will be sent to the NBPD via CLETS. K. The first wave may not be the largest. L. After the arrival of the first wave, waves can be up to two hours apart. Risk areas can be reopened for public safety access two hours after the last observed wave. M. Intervals between successive major waves may be dissimilar. There is no regular period of time between successive waves. N. Maximum wave height to be expected on the Orange County coastline is approximately 32 feet or 10 meters, but can vary considerably from one location to another. O. Boats may evacuate until one hour before the tsunami wave is due to strike. Boats should remain two miles offshore until the "all clear" is issued. P. Public and media may overwhelm the 9 -1 -1 system Q. Heavy use of telephones by the public may impact the ability of public safety agencies to communicate and to warn the public. R. A Tsunami Warning may attract sightseers to the beaches. S. See Essential Service Facilities and Special Warning Site Lists within the Inundation Zone. T. The County should prepare an Emergency Alerting System (EAS) message and get it out for the entire Orange County coastline. The city may chose to prepare and disseminate its own message.
