HomeMy WebLinkAbout13 - Accept Funds for Addressing Alcohol Related IssuesCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 13 May 22, 2007 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Craig Frizzell, Detective Services Commander Bob McDonell, Chief of Police SUBJECT: ACCEPTANCE OF ORANGE COUNTY HEALTH CARE AGENCY FUNDS FOR USE IN ADDRESSING ALCOHOL RELATED ISSUES IN THE COMMUNITY. RECOMMENDATION: 1. Accept funds for administrative purposes from the Orange County Health Care Agency, Alcohol and Drug Education and Prevention Team (ADEPT) in the amount of $10,000. The funds will be used for compliance checks and enforcement of State and Municipal alcoholic beverage control violations in the Community. 2. Authorize the Administrative Services Director to establish revenue and expenditure accounts to facilitate the administration of these funds. DISCUSSION: Background: The Police Department is required to spend a substantial amount of time and resources on alcohol- related events. In 2006, approximately 40% of all arrests in the City of Newport Beach were for alcohol- related offenses. As a result, Police Department staff has identified the need for an increased focus on alcohol - related issues and training as an ongoing objective. Over the last several years, the Department has been working in collaboration with representatives from County of Orange Health Care Agency Alcohol and Drug Education and Prevention Team (ADEPT) and the University of California Irvine in an attempt to develop strategies to deal with alcohol- related problems that create a negative impact on our Community. By compiling data on those types of events gleaned from multiple reporting resources, the Police Department will identify a number Acceptance of OC Heath Care Agency Funds May 22, 2007 Page 2 of alcohol serving establishments which are responsible for elevated numbers of intoxicated patrons creating a negative impact on the Community. The data collected will result in more focused enforcement at those problem establishments. The personnel assigned to the project will report their findings and work in conjunction with ADEPT and the University of California Irvine State Incentive Grant Project (SIG). Those findings will also be brought to the attention of the selected establishments by ADEPT and SIG participants in an effort to jointly develop solution /resolution strategies. Once the resolution strategies have been put into place, Department staff will revisit those locations and verify whether they are effective in correcting the problems identified. The funds provided by the Orange County Health Care Agency /ADEPT will be used to fund actual overtime costs for individuals working the assignment, allowing more time and attention to be focused on a mutually shared goal — the reduction of alcohol related incidents in the Community.
