SUBJECT: Council Authorization for Two Groups to Raise Funds on Behalf of City
Supported Projects — 1) Oasis Senior Center Fund Raising and Advisory
Committee and; 2) Marine1 /1 Memorial Committee
ISSUE:
Does the City Council want to give official permission to the OASIS Senior Center Fund
Raising Committee and Advisory Committee and the Marine 1/1 Memorial Committee to
• raise funds for City supported projects?
RECOMMENDATION:
Give approval for both groups to raise funds for their specific projects.
DISCUSSION:
Background: City Council Policy A -5 (Fund Raising /Contracts By City Boards,
Commissions or Committees) states that no group or committee established by the City
Charter or City Council shall have the authority to independently raise and collect funds
on behalf of the City. The Policy goes on to state that any such funds shall be collected
or raised through a legally established nonprofit group or organization, which is
independent from the City. The Policy provides for exceptions to be granted by the City
Council on an individual project basis, when circumstances justify the exception.
Current Status: The OASIS Senior Center Fund Raising and Advisory Committee has
not been formally constituted by Council resolution. It is composed of approximately 30
individuals, including City Council members Nancy Gardner, Keith Curry and Mike
Henn. City staff members Wes Morgan, Celeste Jardine -Haug and Homer Bludau also
sit on the Committee, along with members of The Friends of OASIS, Hoag Hospital, and
interested community members. The purpose of the Committee is to serve in an
• advisory capacity in the planning for a new OASIS Center and to assist in fund raising
for the project. The Committee is working on a fund raising plan that will be presented
to the City Council in the near future. The City Council has previously approved the

hiring of an architect for a space needs assessment for the project, along with the •
development of project concepts. The architecture's report will be provided to the City
Council in September or October of this year. The cost of the OASIS project has not
been determined, so the amount to be raised by this Committee has also yet to be
determined.
The Marine 1/1 Memorial Committee has been previously constituted by the City
Council. This Committee has as its purpose advising the City Council on an appropriate
memorial for the members of the First Battalion First Marine who have been lost in
service to their country since the 1 /1's adoption by the City. The Committee is currently
reviewing proposals from artists for memorials and will be bringing a recommendation to
the City Council in the near future. Further, the Committee will raise funds for the
memorial. The cost is estimated to be in the range of $100,000.
Environmental Review: The City Council's approval of this Agenda Item does not
require environmental review.
Public Notice: This agenda item may be noticed according to the Brown Act (72 hours
in advance of the public meeting at which the City Council considers the item).
Funding Availability: To be determined.

BOARDS, COMMISSIONS OR COMMITTEES
PURPOSE

To establish the policy for fund raising or contracts for boards, commissions, or
committees, established by the City Charter or the City Council.
POLICY
Fund Raising. No board, commission, or committee which has been established by the
City Charter or by the City Council, shall have the authority to independently raise and
collect funds on behalf of itself, any other board, commission, committee, or the City.
Any such funds shall be generated by and collected through legally established
nonprofit groups and organizations which are independent of the City. An exception to
this policy may be granted by the City Council on a per project basis when
circumstances justify the exception.
•Contracts. No board, commission or committee which has been established by the City
Charter or by the City Council, shall have the authority to enter into any contract with
any agency, group, entity or individual without authorization from the City Council.
