SUBJECT: Authorization to Enter into an MOU with Seasonal Lifeguards
(ANBOL)
ISSUE:
Should the City approve terms relating to labor issues and salary for Newport Beach's
seasonal lifeguards?
RECOMMENDATION:
Authorize the Mayor to execute a Memorandum of Understanding (MOU) based on the
attached Term Sheet between the City and the Association of Newport Beach Ocean
Lifeguards (ANBOL).
DISCUSSION:
Newport Beach hires the equivalent of about 34 Full Time positions to staff our ocean
beaches as seasonal lifeguards. Lifeguards will make about 6,000 water rescues a
year, along with more than 7,500 medical aids and 125,000 preventative actions.
The Association of Newport Beach Ocean Lifeguards ( "ANBOL ") and the City have
reached tentative agreement on salary and working conditions issues for the period of
April 2007 through March 2009. The attached Term Sheet outlines that tentative
agreement. The salary increases are generally 4% per year for two years, except that to
remain competitive at the Lifeguard 3 level, there is a proposed 5% increase for
Summer 2007 only.
The Council's approval of the recommended action would authorize the Mayor to
execute a formal MOU based strictly on the attached Term Sheet.
The following are some charts that show how seasonal lifeguards' salaries will compare
to neighboring jurisdictions if the Term Sheet's wage schedule is approved.

Environmental Review: The City Council's approval of this Agenda Item does not
require environmental review.
Funding Availability: The incremental impact of these changes is about $44,000 per
year. The actual impact will depend upon hours worked by which level of guard. Funds
are available in the current budget for these salary increases.

• Certification
Employees certified as EMTs shall receive additional compensation of $.50 per hour.
• Parking Pass
The City will provide the Fire Department with a parking pass (for all part time lifeguard
personnel who seek one) that does the following:
• Allows blue pole parking year around.
• Allows all meter parking June 15th to September 30th.
® Identification Card
Each ANBOL member who desires an ID card shall be provided with an official wallet
size City of Newport Beach identification card.
• Contact Information
Each April the City shall provide ANBOL a regular list of all unit members including
name, contact info (including e-mail) and jab title. The list will include all members
except for those members who specifically ask that their personal information not be
given out.
• Name Change
Change the name from the Association of Newport Beach Ocean Lifeguards to the
Association of Newport Beach Ocean Lifeguards, LOCAL 906.
