HomeMy WebLinkAbout15 - Economic Development Job Titles & SpecificationsCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 15 September 25, 2007 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: City Manager's Office Sharon Wood, Assistant City Manager 949 - 644 -3222, swood@city.newport- beach.ca.us SUBJECT: Economic Development Job Titles and Specifications RECOMMENDATION: Confirm the City Manager's approval of new job titles and specifications for two existing positions in the Economic Development Division, Economic Development Administrator and Economic Development Coordinator. DISCUSSION: The City Council approved the Strategic Plan for Fiscal and Economic Stability on July 24, 2007. This is a formal, comprehensive plan for economic development in Newport Beach, and it includes eight goals, numerous objectives and specific action steps with timelines for completion. It constitutes a work program that will require two professional staff positions in economic development. The adopted budget for the Planning Department includes two positions in the Economic Development Division. These positions are classified as Senior Planners, and past recruitments to fill them have used the Senior Planner job title and specifications. Both positions have.become vacant recently due to staff resignations. I would like to recruit for two staff members who have the qualifications, experience and interest to implement the Strategic Plan, and the City Manager has approved new job titles and specifications for Economic Development Administrator and Economic Development Coordinator.. The job duties, qualifications and abilities focus on economic development, resolving sensitive community issues, serving as staff to a variety of committees, and working with business owners. The Administrator will provide staff support to the Economic Development Committee, have primary responsibility for more complex projects and supervise the Coordinator. The Coordinator will provide, staff support for the Business Improvement Districts, administer the Community Development Block Grant program, coordinate projects that are less complex, and assist the Administrator and me. Economic Development Job Titles and Specifications September 25, 2007 Page 2 Funding Availability: The Administrator position has the same salary range as Senior Planner, and the Coordinator position has the salary range of Associate Planner. This change will result in a savings of $28,000 annually. DISTINGUISHING CHARACTERISTICS: This is the advanced journey level position within the Economic Development career series. Positions assigned to this class are distinguished from the Economic Development Coordinator by the performance of complex economic development tasks requiring a high degree of knowledge related to economic development and land use planning. Positions assigned to this class can be further distinguished by the performance of supervisory activities such as assigning work, monitoring project progress and providing assistance and training to professional and technical staff. SUPERVISION RECEIVED AND EXERCISED: Receives direction from Assistant City Manager and exercises technical and functional supervision over professional, technical and clerical staff. EXAMPLES OF ESSENTIAL DUTIES: Duties may include, but are not limited to, the following: Essential Job Duties • Manage services and activities of the City's Economic Development program; coordinate assigned activities with and serves as liaison to other City departments, business and community representatives, developers, and outside agencies and organizations; • Manage and participate in the development and implementation of goals, objectives, and priorities of assigned programs; • Recommend, implement, and administer policies and procedures; • Plan, direct, coordinate, and review the work plan of assigned staff; assign work activities and projects; review and evaluate work products, methods, and procedures and meet with staff to identify and resolve problems; select, train, motivate, and evaluate assigned personnel; Economic Development Administrator Page 2 City of Newport Beach • Oversee and participate in the development and administration of assigned budget; forecast funds needed for staffing, equipment, materials, supplies, programs, and financial obligations; monitor and approve expenditures; recommend and implement adjustments; • Negotiate and resolve sensitive and complex economic development and community issues; • Prepare and present staff reports, analytical reports, and other necessary correspondence; prepare and present City Council staff reports for assigned programs and/or projects; • Oversee and participate in the performance of responsible, professional level research, administrative, and analytical support duties; conduct research and performs project analysis, financial analysis, and other general administrative functions; • Serve as staff to a variety of committees; • Oversee and manage contracted services in assigned program areas; prepare requests for proposal; recommend contract awards; monitor services to ensure • Perform related duties as assigned. Training: Equivalent to completion of a Bachelor's degree from an accredited college or university with major course work in planning, economics, public or business administration, or a related field. LICENSE OR CERTIFICATE: Possession of, or ability to obtain, an appropriate, valid California driver's license.
