The Library Literacy program is partially funded by the City's general fund and partially funded through grants, donations and the fundraising efforts of Newport Mesa ProLiteracy. One of the major funding resources is through the California State Library Literacy Services annual grant program. The $19,988 represents the California Library Literacy Services award for FY 2014/15 to support the high quality Literacy program at the Newport Beach Public Library. RECOMMENDATION: Approve Budget Amendment No. 15BA -038 to increase revenue estimates by $19,988 in account 4010- 4832 (California Literacy Campaign) and to increase expenditure estimates by the same amount in Division 4060 (Literacy Services). FUNDING REQUIREMENTS: The Budget Amendment records and appropriates $ 19,988.00 in additional revenues from an award from the California State Library and in increased expenditure appropriations. The revenue was posted to the 4010 -4832 account in the Library Department and the purchases will be expensed to the Library Accounts indicated below: 4060 -7020 (Salaries Part -Time) $ 1,250 4060 -7211 (Health /Dental Part -Time) $ 700 4060 -8012 (Programming) $12,038 4060 -8140 (Supplies, Office) $ 1,400 4060 -8260 (Library Materials) $ 4,600 Total $19,988 14 -1 DISCUSSION: The Library Literacy program has been offering one -on -one tutoring and small group classes to customers with low literacy skills for the past 25 years. These services are currently supporting over one hundred learner /tutor pairs and are making a significant difference in the lives of the participants, both learners and volunteers. One of the goals of the program is to assist the participants in becoming more engaged citizens and active participants in their community. The Library Literacy program is partially funded by the City's general fund and partially through the California State Library Literacy Services annual grant program. With the approval of the recommended Budget Amendment the Library Literacy program will have the necessary funds in the expenditure accounts to have another successful year. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
