HomeMy WebLinkAbout05 - Stop Signs at Clay & RiversideCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. s October 9, 2007 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Antony Brine 949 -644 -3329 or trbine @city.newport- beach.ca.us SUBJECT: ADOPT A RESOLUTION FOR THE INSTALLATION OF STOP SIGNS AT THE INTERSECTION OF CLAY STREET AND RIVERSIDE AVENUE RECOMMENDATION: Adopt a Resolution for the installation of STOP signs at the intersection of Clay Street and Riverside Avenue to create an all -way stop. DISCUSSION: The Newport Heights/Cliff Haven Traffic Management study included a recommendation to install STOP signs on Clay Street at the intersection with Riverside Avenue. Currently, northbound and southbound vehicular traffic along Riverside Avenue is required to stop at Clay Street. Per the study and staff review, posting of STOP signs for eastbound and westbound Clay Street is recommended to create all - way STOP control at the intersection. Requiring vehicles to stop on Clay Street will improve safety at the intersection and will better control the right -of -way. STOP signs on Clay Street will also discourage cut - through traffic by changing the existing pattern of all -way stops at every other intersection along Clay Street. The attached exhibit shows the existing stop pattern. Environmental Review: Categorically Exempt under Chapter 3, Article 19, Section 15301, Class 1(c) of Title 14, California Code of Regulations. Exemption is for minor alteration of existing facilities not expanding existing uses. Prepared by: Antony Brine, P . City Traffic Engineer Attachments: Resolution Location Map Submitted- Works Director RESOLUTION NO. 2007 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH TO POST ALL -WAY STOP CONTROL AT THE RIVERSIDE AVENUE /CLAY STREET INTERSECTION WHEREAS; Section 12.36.010 of the Newport Beach Municipal Code provides that whenever any ordinance or resolution of this City designates and describes any intersection at which vehicles are required to stop at one or more entrances thereto, the City Traffic Engineer shall erect and maintain STOP signs at those entrances of each intersection where a stop is required; and WHEREAS, it has been determined that there is a need for all -way STOP control at the intersection of Riverside Avenue and Clay Street. NOW, THEREFORE, be it resolved by the City Council, of the City of Newport Beach that the following described location is hereby designated as an intersection at which all vehicles are required to stop: Riverside Avenue at Clay Street BE. IT FURTHER RESOLVED, that the City Traffic Engineer is hereby directed to erect and maintain all necessary signs at the above location. Adopted this day of 2007.
