Reject all bids. 2. Request the architect to revise the plans and specifications as needed to reduce project costs to meet the budgeted amount. 3. Direct staff to advertise the revised project for bid. DISCUSSION: At 11:00 AM on January 25, 2007, the City Clerk opened and read the following Total Bid Prices for this project: The low Total Bid Price is approximately twice the available funding provided for the project. Because of the competitive nature and quantity of the bids, staff feels that the low bid is an appropriate amount to pay for the work. The lobby renovation includes replacing and upgrading the aluminum storefront, flooring, wall coverings, lighting, air diffusers, reception desk and display cases. Plans and specifications for the renovation were prepared by architect William E. Skinner and Associates as a donation to the Police Department. An additional $175,000 would be required to award the contract and provide a contingency amount. Accordingly, staff recommends that the bids be rejected. Staff also recommends that architect Skinner be requested to revise the plans and specifications as needed to reduce project costs to meet the budgeted amount, whereupon staff will advertise the revised project for bid.
