Bludau, City Manager 949- 644 -3000, hbludau(acity.newport- beach.ca.us SUBJECT: COUNCIL DECISION ON WHAT PROCESS TO UTILIZE TO APPOINT MEMBERS TO THE CITY HALL SITE REVIEW COMMITTEE AND THE FACILITIES FINANCE REVIEW COMMITTEE ISSUE: What process does the City Council want to utilize to appointment members of the City Hall Site Review Committee and the Facilities Finance Review Committee? RECOMMENDATION: Have the Mayor appoint a 3 member Council Committee to review the applications and recommend appointments to both committees to the full City Council at the January 241h regular meeting. BACKGROUND: At its November 22nd regular meeting, the City Council decided to form a City Hall Site Review Committee and a Facilities Finance Review Committee in order to involve the community in the critical issues of identifying the best locations for a City Hall and the best methods to finance the City Hall and other needed City public facilities. At its December 13th regular meeting, the City Council decided the following: 1) Each committee will have no more than 11 members of the public for each, with applications accepted until noon Friday, January 6t"; 2) Each committee will have two Council members serving in ex- officio roles to ensure good communication with the City Council and to provide direction when requested; 3) The City Council will decide at its January 10`h meeting the committee selection process, 4) Committee appointments will be made at the City Council's January 241h meeting; Committee Appointment Process January 10, 2006 Page 2 5) The committees are to finish their work and provide written and oral reports to the City Council no later than May 1, 2006; 6) City staff will provide support to the committees on an as- needed basis; and 7) The City Council decided that Newport Center Park would not be one of the sites available for the Site Review Committee's consideration. DISCUSSION: As of noon Wednesday, January 4th, the City Clerk has received 23 applications for the committees. The application deadline is noon Friday, January 6 °i. Based on the number of calls the City Clerk's and City Manager's offices have received inquiring about these committees, the City Manager believes there will be between 28 -38 applicants for final consideration. Since each committee can have up to 11 public members and since the Council will appoint committee members at its January 24th meeting, it appears that an interview process would be time consuming and unnecessary. The City Manager recommends the Mayor appoint a 3 person City Council committee to review the applications and recommend appointments to both committees. With appointments being made on January 24 h, the committees should be able to begin work in early February. Submitted by: � Homer L. Bluda City Manager
