SUBJECT: ACCEPT DONATED FUNDS AND PURCHASE A VAN FOR THE
POLICE EXPLORER PROGRAM
RECOMMENDATION:
1. Accept donation to the Police Equipment Fund for the purchase of a 15-
passenger, 2006 Chevrolet van as a City vehicle to be utilized by the Police
Explorer Scout Program.
2. Approve the purchase of the vehicle.
3. Approve a Budget Amendment increasing revenue estimates and expenditure
appropriations by $33,000 related to the above - referenced donation (Budget
Amendment attached).
DISCUSSION:
Background:
For over 35 years, the Department and City have been very supportive of the Police
Explorer Scout Program, provided as a youth development and service opportunity for
local teenagers. Their group activities often require transportation to Community events
and other related endeavors. While several Department vehicles are often used, a
large single vehicle of high passenger capacity for such purposes does not exist in the
Police Department fleet. As such, a high passenger capacity van would be ideal for the
Program.

On November 10, 2005, Dwight Manley, a local resident and owner of United Sports
Agency in Newport Beach, donated $33,000 for the purchase of a 2006 Chevrolet
passenger van. If approved, the van would be utilized by the Explorer Program for
transportation to Community events and other Explorer Program activities. As well, the
van would be available for limited Department and City use.
Funding Availability:
A $33,000 contribution provided through a donation to the Newport Beach Police
Explorer Post #1050.
