Badum, Public Works Director 949 - 644 -3311, sbadum(a�city.newport- beach.ca.us Administrative Services Department Dennis Danner, Administrative Services Director 949 - 644 -3123, ddanner(a)city.newport- beach.ca.us SUBJECT: STAFF'S COMPILATION OF THE 20 YEAR CITY FACILITY NEEDS FOR THE FACILITY FINANCING COMMITTEE'S CONSIDERATION ISSUE: What are the City's public facility needs over the next 20 years that will serve as the basis for the Facility Finance Review Committee's considering how best to finance those public facility needs? RECOMMENDATION: Receive and file. If the City Council thinks some facilities should be added to the list or deleted from the list, it can instruct the City Manager to do so. BACKGROUND: During its December meeting, the City Council decided to create two citizen committees to take independent looks at issues that the community seemed to lack community consensus. The committees were the City Hall Site Selection Committee and the Facilities Finance Review Committee. The City Council is expected to appoint the citizen members of these two committees at its January 24th meeting. DISCUSSION: In order for the Facilities Finance Review Committee to be effective, it needs to have solid information from which to base its recommendations. Initially, staff will provide the information on the financial history and current financial status of the City so the Staff's Compilation of the 20 Year City Facility Needs January 24, 2006 Page 2 Committee can form its own assumptions as to the City's abilities to finance future facilities. Certainly, another key piece of information is the identification of those facilities that will need replacement or major renovation over the next 20 years. The City Manager, Public Works Director, Administrative Services Director and his Deputy Director met with individual department directors in an effort to develop a list of the anticipated major facility projects that will need to be funded over the next 20 years. Staff still has some unfinished work to do in providing all the detail of the individual facilities listed on the replacement/major renovation list and the cost estimates of each facility; however, the City Manager wants to provide the City Council with a look at the list for its input prior to it going to Facility Finance Review Committee for its work. Cost estimates are being developed by obtaining current square footage costs from other government agencies for recent projects, so the estimates will be based on real world numbers. The list provided excludes those types of maintenance projects like roof replacements, restroom replacements, carpeting, air conditioning, painting, etc. that we would expect to fund in the City's normal Capital Improvement Project (CIP) budget rather than find some other funding source. Anticipated projects of less than $1,000,000 are not included in the accompanying list. The list of the public facilities that staff believes will need replacement or major renovation over the next 20 years is on the following page. They are listed in no particular order or priority. The only non - replacement projects found on the list are the Marina Park and Sunset Ridge Park development projects which are included, as their ultimate development costs are likely to be sizable. Also included is a summary of the General Fund CIP expenditures over the past five years, plus this year, to give you and the Committee as sense of where we normally spend General Fund money for projects.
