Bludau, City Manager 949 - 644 -3000, hbludau city. newport-beach. ca. us SUBJECT: COUNCIL SELECTION OF CITY HALL SITE REVIEW COMMITTEE AND FACILITIES FINANCING REVIEW COMMITTEE MEMBERS ISSUE: Which of the 41 applicants does the City Council want to appoint to these two committees? RECOMMENDATION: Select committee members who will be a good representation of the community, and at the same time, bring a variety of pertinent skills and backgrounds to the site review and financial review committee work. DISCUSSION: At its December 13th regular meeting, the City Council decided to form two resident based committees to provide advice on two issues relating to the proposal to build a new city hall at the current site. The City Hall Site Review Committee is to identify and assess all potential sites within the community that might serve as a location for a city hall. The Facilities Finance Review Committee is to assess the City's financial condition and determine the best methods available to the City to finance its public facility needs over the next 20 years. Both committees are to have 11 members. These committee appointments were advertised by the City Clerk, and on the application closing date of noon, Friday, January 6th, 41 applications had been received for committee selection consideration. The City Council decided at its January 10`h regular meeting that selections would be made at the January 24th meeting by each Council member voting for 11 members of �. r the City Hall Site Review Committee, and making those selections, before COUNCIL SELECTION COMMITTEE MEMBERS January 24, 2006 Page 2 independently voting on the 11 members of the Facilities Finance Review Committee. At the time of selection, the City Council will decide how many votes it will take to be selected for a committee appointment. The City Council will select the committee chair persons. Newport Beach has been my home for nearly 14 years. It is a wonderful place to live and I appreciate all of the aspects of the city that make it unique. Over the years, I have followed the issues faced by Newport Beach and I am very knowledgeable about the community. I have also kept current on the efforts underway to "selectIhe appropriate location for the new City Hall and civic center. I have a diverse professional background that includes several years experience as an economic development professional. I've worked for local government, regional economic development organizations and non - profits, to develop and implement strategies to recruit, retain and expand businesses. I understand local government; m development and community participation processes. In my current position, I am responsible for serving as a " liaison and point of contact for a regional government agency. I often work with groups of people•from a variety of backgrounds and perspectives and I enjoy the challenge of teaming up to achieve common goals. Throughout my li£e, J have served on a number of community service and volunteer committees. For the past two years, I have been on the Board of the American Lung Association of Orange County and I presently serve on the Executive Committee as•Secretary, In Newport Beach, I have participated in many of the clean up days " and I was a volunteer at the Back Bay Science Center until 2003. Prior to moving to Orange County, I contributed my time as a member of community advisory committees, including the general plan advisory committee and United Way strategic planning group. It is important to me to participate and give back to my community. I am excited about having the opportunity to contribute my knowledge, energy and expertise to help guide the . city in the important decisions that>need to be made to select a site for its new City Hall. Dam City of Newport Beach City Hall Site Review Committee Statement of Interest January 6, 2006 My professional life, since 1971, has focused on working with public agencies on matters Of public policy, including education and real estate. I worked with the California Legislature to write the sections of the State of California's Education Code that allow public /private joint venturing of the development of public owned land for the mutual financial and social benefit of both the public and private sectors. I have served as a consultant to many public agencies and private corporations in addressing questions relates to meeting their facility needs which include addressing the tough questions of • What do we need? • Where should it go? s I -low do we fund it's O How do we achieve the votes needed to proceed? Experience shows that in the public arena the last question above is usually the toughest of all to answer. The solution Is most often found in a combination of careful research, having good facts, focusing the process on consensus building, and being able to communicate sometimes very technical information in an easily understood manor. Communications is really the key. VVe all recognize that change is usually hard for the populot.is to accept. Not to lecture, but scholars have taught us that to achieve successful and permanent change within a social unit, three elements must be (and remain) in existence: 'I. The common knowledge and general acceptance that change is required 2. A positive vision of what change can bring 3. Some degree of belief that the vision is achievable without undue sacrifice It was the above principals of change that were deployed in the process of working through our problems in West Newport Beach with run clown property conditions and significant life safety issues during holiday periods. The same logic was deployed in the creation of the city's Economic Development Committee. I believe that once again I car bring some of the same philosophies to the table in the evaluation of where a new city hall should and can be created. On a more personal note, I am a firm believer in the need to give back to a community that has treated me and my family well. I am proud of our quality of live in Newport Beach, and regardless of how politically conservative you want to be, and how much you like to complain about "wasteful, over zealous, unneeded government," you must acknowledge that a major hart of our quality of live comes from a well run city government that, for the most part, delivers quality services. (I still reserve my belief that we need a drastic overhaul of our building permitting process!!) If we treat our elected officials and their staff poorly, we cannot expect to continue with the success we have experienced in the past. There are several reasons why 1 believe l am well qualified to serve on the City Hall Site Committee. They are: 1. 1 have been a retail property investor and developer for over 20 years. As such, I am used to looking at property with locational characteristics being of paramount importance_ Developing property also involves providing input to, and coordinating and overseeing the efforts of; project architects, engineers and contractors. 2. 1 practiced transactional real estate law full time for 15 years. My clients relied upon me to do more than just legal work. My role was also to be part of the team that evaluated the wisdom of my clients investing in a given property. In each case, it was important to realistically evaluate the physical, financial, environmental and entitlement constraints involved in developing or renovating a property for its desired use. 3. 1 have lived in Newport Beach 27 of the last 30 years and have had my office in Newport Beach since beginning my career in 1975. f have had my office either in Newport Center (about 15 years) or in the airport area (about 15 years). After those appointments have been made, the Council will vote on the members for the Facilities Finance Review Committee. After the members have voted on the membership for both committees, the Council will vote for the chairperson for each committee. The voting will be done by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. Applicants can only serve on one committee. Each Council Member will vote for 11 members and can only cast one vote per applicant. The applicants receiving the most votes will be appointed. If any of the applicants who applied for both committees is not appointed to the City Hall Site Review Committee, their application will automatically be considered for the Facilities Finance Review Committee. The names with asterisks denote the applicants that have applied for both committees. If a tie vote occurs for those receiving the least number of votes and there are more applicants involved in the tie than there are seats still remaining to be filled, the Council will cast a separate ballot on only those applicants. At that time they will vote for as many applicants as there are vacant seats remaining. This procedure will be followed for both committees and will continue until the membership has been appointed. The Chair will be appointed from the members who were just appointed. Each Council Member can vote for one member. In order to be appointed, the applicants must receive at least four votes. In the event that no one receives four votes, applicants receiving zero or one vote will be dropped and the Council will cast one vote from the list of the remaining appointees and the determination will be made as previously stated.
