CALL MEETING TO ORDER Chair Goldberg called the meeting to order. II. ROLL CALL Commissioners Present: Rita Goldberg, Chair Arlene Greer, Vice Chair Caroline Logan, Secretary Judy Chang Robert Smith Charles Ware Staff Present: Tim Hetherton, Library Services Director Dave Curtis, Library Services Manager Elaine McMillion, Administrative Support Specialist III. PUBLIC COMMENTS No public comments were made. IV. CURRENT BUSINESS Blue Sky Commemorative Plaque – The Fine Arts Ad Hoc Subcommittee requests that the Arts Commission recommend that City Council approve the placement and design of a commemorative marker for “Blue Sky” the former home, school, and studio of artists Rex Brandt and Joan Irving. Library Services Director Tim Hetherton presented a PowerPoint presentation, copies of which were included in the meeting packet. The goal is to create a commemorative marker that identifies the site of the Blue Sky, studio and residence of Rex and Joan Irving Brandt to help recognize the couple’s part in the artistic heritage of Newport Beach. This review included a map for the proposed marker and addressed neighborhood concerns that arose from the initial presentation made at the September 11, 2014 City Arts Commission meeting. A simulation of this commemorative marker was shown, and addresses the previous concerns. It includes a stone faced pedestal with a sloped precast concrete cap with the flush mounted bronze plaque. A mock-up of the 13” x 19” plaque was also presented. The plaque pedestal would be roughly centered in the landscaped area at the end of Goldenrod Avenue and would be ADA accessible. The two concerned property owners responded positively to the new plan as presented. Commissioner Ware stated that he appreciates former Mayor Webb’s and the City’s efforts to address the neighbor’s concerns. He noted that it is not clearly simulated where the actual Blue Sky residence had been located. He also commented on the importance of having a better process in the future that would include professional involvement on how the City addresses monument requests. Vice Chair Greer noted that she sees the potential of utilizing an interactive tour using cell phones that would include a picture of the original Blue Sky residence. 2 Secretary Logan stated that she is pleased with the marker and the legacy left by Rex and Joan Irving Brandt. She noted that a possible future opportunity, which would go hand-in-hand with this marker would be to celebrate their legacy further by having them recognized through a permanent sculpture on the Civic Green. Chair Goldberg noted that this would need to be a separate agenda item to be discussed further at a future meeting and that the proposed plaque presented at this meeting is what is on this meeting agenda. Commissioner Smith noted that he appreciates Don Webb’s efforts and Commissioner Ware’s comments and that he supports the revisions as presented. Motion made by Vice Chair Greer, seconded by Commissioner Smith, and carried (6-0-0-0) per the recommendation of the Fine Arts Ad Hoc Committee that this plaque be approved as presented with the location as noted in the staff report, and be presented for approval at the next City Council meeting. PUBLIC COMMENTS ON NON-AGENDA ITEMS Jim Mosher noted that Public Comments on Non-Agenda Items is not required for Special Meetings. Commissioner Smith presented a copy of Coast magazine with a picture of the Pretty Boy sculpture on the cover, and that several pages depicted the other sculptures and that this is an honor and helps to represent the arts. Vice Chair Greer noted the rack card, thanked staff, reminding all that a Rex Brandt Centennial Celebration will be held at 2:00pm in the Friends Meeting Room of the Central Library on Saturday, November 1, 2014. The presentation will be made by Gordon T. McClelland with guest speakers E. Gene Crain and George James with a reception following, from 3:00 – 5:00pm. Commissioner Smith extended an invite for all to attend the Foundation Art in the Park event on Saturday October 11, 2014 where over 100 artists will present their work. Chair Goldberg and Vice Chair Greer noted the significance in this event with the arts. VI. ADJOURNMENT – 6:19 p.m. Submitted by: Rita Goldberg
