RECOMMENDATION: 1. Receive and file the Future Use Scenarios offered by the City Council /Citizens Advisory Committee on Marina Park Planning; and 2. Offer further direction to City Staff and /or the Committee as to further research, ideas or refinements to the Future Use Scenarios. DISCUSSION: The Marina Park Mobile Home Park ( "MP ") is located on a 4.34 acre parcel at 1770 West Balboa Boulevard on the Balboa Peninsula between 15th and 18th Streets. The City acquired the property from Pacific Electric Land Company in 1919. The initial use of the property after purchase was for a City campground. Campers paid $75 /day for waterfront camp areas and $.50 /day for interior spaces. The Park was later renovated in 1955 to a trailer court for 120 trailers. Accommodation of larger mobile homes put the Park at today's capacity of 58 mobile homes. In a series of leases dating back to 1973, the City has consistently informed the mobile home tenants at Marina Park ( "Lessees' or "Tenants ") that MP would be closed and put to another use. In June 2005, the City Council took an action directing City staff to prepare the documents associated with transitioning MP to an interim open space use. On March 14, 2006, the Council approved park closure documents, starting the clock ticking on what is at least a 12 -month process to close MP. In early 2005, the Council formed the City Council /Citizens Committee on Marina Park Planning ( "MP Committee" — see Attachment A for the Committee's resolution and Attachment B for a Committee Roster). The resolution set goals for future use of MP. Via the Resolution, the City Council asked the Committee to: Manna Park Future Use Scenarios March 28, 2006 Page 2 1. Gather and consider technical information related to the property; 2. Assess the community needs relating to parks, boating, and recreation facilities; 3. Develop a plan for gaining public input on future use of the property; and finally to 4. Develop possible future re -use alternatives for the City Council to consider. The Committee met at least four times between March 2005 and September 2005 in a series of public meetings at Newport Beach City Hall. They heard presentations by eight different groups or persons advocating eight different future use scenarios for Marina Park. At the Committee's final meeting (September 20th, 2005) the Committee voted to forward all eight scenarios to the Council. These are the scenarios (listed in the order in which they were presented to the Committee): 1. Balboa Aquatic Park — From the Newport Beach Harbor Commission. 2. Full- Service Marina Plan — From the Marine Committee of the Chamber of Commerce. 3. Passive Park Plan — From the Balboa Peninsula Point Association (BPPA). 4. PB &R Plan — From the Newport Beach Parks, Beaches, and Recreation Commission. 5. Window to the Bay Plan — From the Protect our Parks organization. 6. Christmas Boat Parade Grandstands Plan — From resident and MP Committee member Craig Rager. 7. Marina Park Cottages on the Bay — From Mike Palitz and Darryl Griff. 8. Small Vessel w/Trailer Launch Plan — From harbor user Mark Womble. These proposals are summarized in a matrix (Attachment C) and shown in diagram form (Attachment D). Please note that not all proposals had graphics prepared by professionals, so in those cases, City staff used our limited talents to assist them in a visual presentation of the proposals' advocates' ideas. Public Input. All of the MP Committee's meetings were open to the public. Following the September 2005 final meeting of the Committee, City staff put the eight future use scenarios up on the City's website (www. city. newport-beach. ca. us then "Projects" then "Marina Park "). Finally, the City added a Web Log or "blog" for people to comment on the scenarios. The blog can be found at the City's website as well. During City Council's discussion of this item, Council members may wish to direct City staff or the MP Committee to refine, revise, or further research one or more of the eight different future use scenarios. Submitted by: DA V€ KIFF Assistant City Manager ATTACHMENTS: A — Resolution forming MP Planning Committee B — Committee Roster C — Matrix comparing Future Use Scenarios D — Diagrams of Eight Future Use Scenarios RESOLUTION NO. 2005-4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING THE CITY COUNCILICITIZENS AD HOC COMMITTEE FOR MARINA PARK PLANNING WHEREAS, the City of Newport Beach owns the property located on the Balboa Peninsula between Newport Bay and Balboa Boulevard and between 18°i and 15th Streets, commonly known as Marina Park; and WHEREAS, the City Council of the City of Newport Beach desires to plan for the future use of said property in accordance with State and local laws; and WHEREAS, the City Council recognizes the importance of the Marina Park property to the community and the variety of community needs and desires that could be met with proper planning for future use of the property; and WHEREAS, the City Council wishes to establish an open, public planning process; NOW, THEREFORE, the City Council of the City of Newport Beach hereby resolves as follows: SECTION 1. ESTABLISHMENT The City Council /Citizens Ad Hoc Committee for Marina Park Planning (Committee) shall be established as of the date this Resolution is approved by four members of the City Council voting at a duly noticed meeting of the City Council. SECTION 2. DUTIES The Committee shall have the following duties: a) Develop goals for future use of the Marina Park property and guidelines for the planning process. b) Gather and consider technical information related to the property, including, but not limited to, State "tidelands" restrictions, General Plan and Local Coastal Program policies, Zoning regulations, Coastal Act policies, and water quality regulations. c) Gather and consider information related to the needs of Newport Beach for parks and recreation facilities, boating facilities, and revenue to the General and Tidelands Funds. d) Research similar properties and identify successful examples of public waterfront property development. e) Develop a plan for gaining public input on future use of the property. f) Develop possible future use scenarios for consideration by the City Council. SECTION 3. COMPOSITION The Committee shall consist of the following members appointed by, and serving at the pleasure of, the Mayor: a) Three (3) City Council members b) Up to five (5) members of the public c) Two (2) Harbor Commissioners d) Two (2) Planning Commissioners e) One (1) Parks, Beaches and Recreation Commissioner f) One (1) General Plan Advisory Committee member SECTION 4. TERM The term of the Committee shall expire at such time as the Committee transmits possible future use scenarios for consideration by the City Council. The City Council shall review the progress of and continuing need for the Committee one year after the date it is first established. The Central Newport Beach Community Association ( CNBCA) has a long standing policy supporting the use of the approximately 4 acre Marina Park site for public park purposes. The CNBCA is a non - mandatory membership association of residents and property owners between the Newport and Balboa piers. CNBCA is over 50 years old and represents over 400 families. We are the residents most impacted by future use of the Marina Park site. At the CNBCA annual meeting held in September 2005, proponents of proposed plans were given the opportunity to present their concepts. Over 85% of the members present and members voting by mail or phone, supported the "Window to the Bay" concept. There was overwhelming opposition to inserting a marina into this small beach site for the benefit of a few boaters. Again, we ask that you, as our elected representatives, choose a public park alternative to benefit all the citizens of Newport Beach and direct staff to conduct any studies necessary to finalize a park plan. The overwhelming response was for a park, such as "Window to the Bay ". Only one person was for the Balboa Aquatic / Marina Park. Attached are the signatures that we collected: 10 pages and 51 signatures in support of a park such as "Window to the Bay ". 1 page and only 1 signature in support of Balboa Aquatic/ Marina Park. Thank you all for your time, service and for listening to the people of Newport Beach.
