HomeMy WebLinkAbout15 - Assessment District 75 - Balboa Business DistrictCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 15 March 28, 2006 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Public Works Department Iris Lee 949 - 644 -3311 ilee@city.newport- beach.ca.us SUBJECT: ASSESSMENT DISTRICT NO. 75 (BALBOA BUSINESS DISTRICT) AUTHORIZE PAYMENT FOR ADDITIONAL PAVING RECOMMENDATION: Authorize payment in the amount of $36,000 to Arizona Pipeline Company, from the Assessment District No. 75 Construction Contingency Account, Account No. 74075- 9805, for unexpected concrete paving. DISCUSSION: Background: Prior to Underground Utility Assessment District No. 75 construction (see Exhibit 'A' for district boundaries), requirements were provided to Southern California Edison, AT &T (known as SBC at time of construction), and Adelphia to repave the utility trenches. At the time of paving requirement preparation, staff was advised that Balboa Village Project Phase III would provide final concrete street repaving on East Bay Avenue from Main Street to Adams Street after the underground utility construction was complete. Staff, accordingly, directed the utility companies to only repave the utility trenches within the limits of the Balboa Village Project with trench -width asphalt. Due to funding considerations, the scope of the Balboa Village Project Phase III has been reduced and the originally planned concrete repaving of East Bay Avenue from Palm Street to Adams Street will not be constructed. Consequently, the scope of work for AD -75 needed to be changed from asphalt trench repairs to concrete paving to match the pre- construction pavement conditions. The additional 2,400 square feet of asphalt - placed pavement removal and concrete pavement replacement resulted in unexpected construction costs. Southern California Edison's underground contractor, Arizona Pipeline Company, will do the additional work at the unit prices bid in the Southern California Edison Assessment District 75 contract for the total amount of $36,000. ASSESSMENT DISTRICT NO. 75 (BALBOA BUSINESS DISTRICT) - AUTHORIZE PAYMENT FOR ADDITIONAL PAVING March 28, 2006 Page 2 The construction contingency account balance is currently $90,460. Upon payment authorization, the account will have a remaining balance of $54,460. Environmental Review: This project qualifies for a Class 2 California Environmental Quality Act (CEQA) exemption under Section 15302, item "d" of the Implementing Guidelines as follows: "Conversion of overhead electric utility distribution system facilities to underground including connection to existing overhead electric utility distribution lines where the surface is restored to the condition existing prior to the undergrounding."
