HomeMy WebLinkAbout04 - Media & Communications CommitteeCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 4 March 28, 2006 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: City Manager's Office Dave Kiff, Assistant City Manager 949/644 -3002 or dkiff @city.newport- beach.ca.us SUBJECT: Resolution 2006 -- forming the Media & Communications Committee, Disbanding Two Ad Hoc Committees, and Making Appointments to the Media & Communications Committee ISSUE: Should the City Council merge the Ad Hoc Telecommunications Committee and the Web Site Review Ad Hoc Committee into a Media & Communications Committee? RECOMMENDATION: 1. Adopt Resolution 2006- forming the Media & Communications Committee and disbanding both the Ad Hoc Telecommunications Committee and the Web Site Review Ad Hoc Committee; 2. Accept the Mayor's appointments of Mayor pro Tern Steve Rosansky, and Council Members Leslie Daigle and Keith Curry to the Media & Communications Committee; 3. Designate Council Member Daigle as the Chairperson of the Committee; and 4. Accept the Mayor's appointments of citizen representatives Daniel Wampole and Don Boortz to the Committee. DISCUSSION: Since the time that the Council formed the Ad Hoc Telecommunications Committee (November 2000) and the Web Site Review Ad Hoc Committee (August 2000), the City Council has determined that the two committees' roles may be better addressed within a single committee. As such, Council is asked to consider disbanding the two Ad Hoc committees listed here and forming a "Media & Communications Committee" with the following purpose, roles, and responsibilities: Resolution Forming the Media and Communications Committee March 28, 2006 Page 2 MEDIA & COMMUNICATIONS COMMITTEE Purpose, Roles, and Responsibilities (DRAFT) 1. To oversee the negotiation and implementation of all cable - related Franchise Agreements with entities providing cable -, Internet- or any other service delivered over cable wiring in the City's right of way. 2. To develop and implement a City Council policy regarding Public, Educational, and Government (PEG) cable programming, including the specific community programs cablecast across franchised cable providers; 3. To review the communications budget and strategy annually and to advise the City Manager of the Committee's assessment of the budget and strategy. 4. To examine the roles and functions of each of the City's public information officers to ensure coordination and to avoid duplication of efforts; 5. To review and recommend communication ideas, documents, or programs that improve communication with the community's residents, businesses, and visitors; 6. To develop and implement a City Council policy regarding Media; 7. To regularly review and approve the issues profiled, persons profiled or used to host, and the schedule of community cable programming sponsored by the City to ensure fairness and balance; 8. To monitor and offer recommendations to City staff regarding the implementation of existing Wireless Telecommunications and Public Right -of -Way ordinances, including offering suggestions as to placement of specific wireless facilities where such placements may engender community debate; 9. To make recommendations to the City Council as which community programs should be transmitted over the City's website ( "webstreamed "); and 10. To regularly review the City's website for content, to approve which outside entities may be linked to the City's website, and to offer suggestions for improving the City's website to increase understanding of various community issues. The proposed Committee would have three members of the City Council and two citizen representatives. Currently, the citizen representatives are Daniel Wampole and Don Boortz. Submitted by: rl Dave Ki Assistant City Manager Resolution Forming the Media and Communications Committee March 28, 2006 Page 3 RESOLUTION 2006- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH FORMING THE MEDIA & COMMUNICATIONS COMMITTEE AND DISBANDING THE WEB SITE REVIEW AD HOC COMMITTEE AND THE AD HOC TELECOMMUNICATIONS COMMITTEE WHEREAS, the City of Newport Beach has two separate ad hoc committees that look at communications issues; and WHEREAS, these committees are called the Web Site Review Ad Hoc Committee and the Ad Hoc Telecommunications Committee; and WHEREAS, the Council believes that the time has come to disband these two ad hoc committees and to make a more permanent committee to address areas that the two ad hoc committees once addressed, specifically communications with residents, visitors, the media, and others along with issues involving cable television and telecommunications; now, therefore be it RESOLVED by the City Council of the City of Newport Beach that it hereby disbands the Web Site Review Ad Hoc Committee and the Ad Hoc Telecommunications Committee; and be it further RESOLVED by the City Council of the City of Newport Beach that it hereby creates the Media & Communications Committee with the following provisions: 1 - TERM - the term shall be indefinite; 2 - MEMBERSHIP - the membership shall consist of three city council members and two residents of Newport Beach; 3 - PURPOSES - the purposes of the Media & Communications Committee shall be as follows: A. MEMBERSHIP: Three members of the City Council and two members of the Newport Beach community, all appointed by the Mayor. City staff support shall come from the City Manager's Office, and the Administrative Services Department. TERM: Indefinite PURPOSE & RESPONSIBILITIES: K.
