SUBJECT: CORONA DEL MAR HIGH SCHOOL PARKING LOT PAVING
RECOMMENDATION:
Authorize reimbursement of $80,052.50 to the Newport Mesa Unified School District for
one -half the cost to reconfigure and repave the parking lot and drop -off area at Corona
del Mar High School to be paid from Account 7261- C5200853.
DISCUSSION:
The City and Newport Mesa Unified School District ( NMUSD) have been working
together over the past several years to identify ways to address traffic and parking
issues that currently exist around Corona del Mar High School and that are anticipated
to worsen as the student population increases at this campus. One of the most
significant problems has been congestion on Eastbluff Drive in the vicinity of the parking
lot that provides both student parking and is the main drop -off area used by parents
bringing their students to school.
Observations of this lot indicated that improved traffic flow, particularly for the drop -off
of students, could be achieved by reconfiguration of the school's parking lot along with
the creation of two lanes for drop -off. The City's traffic consultant prepared several
concept plans and the best overall configuration was selected. NMUSD agreed to
undertake the work and requested that the City share the cost of the improvements.
Preliminary work including the removal of landscaped planters was done over the winter
break and final paving and restriping was completed during spring break.
The total cost for the improvements was $160,105. The City's share is $80,052.50.
Funds are available in Account Number 7261- C5200853. This account was originally
created to fund a proposed traffic signal at the intersection of Eastbluff Drive and Alba
Street. Neighboring residents expressed strong concerns with a signal at this location
so efforts were refocused on relocating the student crossing and reconfiguring the
school parking lot.
