Bludau, City Manager 949 - 644 -3000, hbludau @city.newport- beach.ca.us SUBJECT: CITY COUNCIL RESOLUTION ENTERING INTO A SISTER CITY RELATIONSHIP WITH ENSENADA, MEXICO ISSUE: Does the City Council want to add Ensenada, Mexico as a Sister City to go along with • the other Sister Cities of Antibes, France; Okazaki, Japan; and Cabo San Lucas, Mexico? RECOMMENDATION: Adopt Resolution No. 2006 DISCUSSION: Background: There is an international Sister City organization which oversees the process by which cities become united as Sister Cities. Over the past 21 years, Newport Beach has developed Sister City relationships with 3 international cities. The Sister City group in Newport Beach is very active, especially with the Sister Cities of Antibes and Okazaki. Members of this group have had on -going discussions with interested persons in Ensenada to determine if the student exchange and cultural exchange programs which exist with our other Sister Cities, are feasible with Ensenada, Mexico. Local organization members felt unless the Ensenada officials were strongly committed to the Sister City concept, they would not entertain the feasibility of creating a Sister City relationship with Ensenada. • Those discussions with Ensenada officials have resulted in our local group feeling the commitment on the part of Ensenada exists to have a strong "twining" relationship. City Council Resolution entering into a Sister City Relationship with Ensenada, Mexico April 25, 2006 Page 2 Therefore, our Sister City organization has requested the City Council adopt a • resolution in support of this relationship. Its adoption initiates the official Sister City process. Sister City members Sid Stokes and /or Connie Skibba will be available to talk about this relationship and why it seems to be a natural one for Newport Beach to enter into. Blu u City Manager Attachments: Resolution • • • • • Resolution No. 2006- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH DESIGNATING ENSENADA, MEXICO AS AN OFFICIAL SISTER CITY OF THE CITY OF NEWPORT BEACH WHEREAS, the Newport Beach Sister City organization and the City of Ensenada, Mexico have established a relationship to further mutual interests; and WHEREAS, representatives from exchange ideas, education, cultural appreciation of art and custom; and each City have initiated endeavors to concepts, and have found a mutual WHEREAS, there is a long standing exchange of visitors between the cities of Newport Beach and Ensenada, and the exploration of exchange of various kinds remains to be explored; and WHEREAS, it is the desire of the City of Newport Beach through the Sister City program to further expand cultural, educational, social and business understanding. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach extends the hand of friendship to Ensenada, Mexico by asking Ensenada to become its Sister City.
