Webb, Public Works Director- (949) 644 -3330, dawebb @newportbeachca.gov PREPARED BY: Fong Tse, Assistant City Engineer PHONE: (949) 644 -3321 TITLE: Big Canyon Reservoir Auxiliary Maintenance Yard Project - Completion and Acceptance of Contract No. 5222 (CAP13 -0005) ABSTRACT: At the June 10, 2014 meeting, City Council awarded the Big Canyon Reservoir Auxiliary Maintenance Yard Project Contract No. 5222 to Optima Reengineering & Project Management, Inc. (Optima RPM) for a total contract amount of $1,159,000.00. This work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project; b) Authorize the City Clerk to release the Labor and Materials Bond 65 days after the Notice of Completion has been recorded in accordance with applicable portions of the Civil Code; and c) Release the Faithful Performance Bond one year after this Council acceptance. A summary of the contract cost is as follows: Original bid amount: $ 1,195,000.00 Actual cost of bid items constructed: $ 1,152,915.00 Total non -bid item Change Orders: $ 64,293.57 Final contract cost: $ 1,217,208.57 This project constructed a 4,500 SF storage building that spans across five enclosed garages with an additional 4,500 SF covered open shed storage area attached to the rear of the garages for over -sized items and storage space so that Municipal Operations Department crews will have more timely access to materials and supplies while working in the easterly and southeasterly portions of Newport Beach. The project also constructed a concrete loop road for service vehicles to access additional laydown space and material storage areas, new perimeter fencing along the Reservoir property lines shared with Canyon Crest Home Owners Association and Seaview Lutheran Plaza, and new landscaping and groundcover was installed between the new fences and the yard storage areas and building. To minimize energy usage, each of the garage bays has large "solar tubes" built into the roof to provide daytime natural lighting. The building is also equipped with exterior "cutoff non - spill' type down light fixtures. These lights will normally be `off" and are controlled by a manual on -off switch inside the Building, and will need to be activated when City crews need to obtain materials and supplies to respond to incidents during hours of darkness. Three change orders totaling $64,293.67 (5.38 %) were issued. The majority of these changes included additional building pad excavation and compaction work to mitigate unforeseen field conditions; the removal of previously unknown, buried asphalt concrete roadway sections; the cost of installing wider chain - linked gates to accommodate delivery and storage of over -sized items; and the installation of additional landscaping and larger trees to assist with the screening and views concerns from the neighboring residential communities. A summary of the project schedule is as follows: Estimated Completion Date per 2014 Baseline Schedule February 27, 2015 Estimated Project Award for Construction May 27, 2014 Actual Project Award June 10, 2014 Contract Completion Date Per Notice To Proceed February 18, 2015 Actual Substantial Construction Completion Date February 12, 2015 LIM ENVIRONMENTAL REVIEW: Staff found this project categorically exempt under Section 15303, of the State CEQA (California Environmental Quality Act) Guidelines - Class 3 (New Construction or Conversion of Small Structures). The Class 3 exemption consists of construction and location of limited numbers of new, small facilities or structures including but not limited to, accessory structures such as garages, carports, patios, swimming pools, and fences. The project constructed a single -story storage building that is accessory to existing facilities. In addition, the project site is located in an urbanized area, not adjacent to an environmentally sensitive area, and does not involve the use or storage of hazardous substances. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
