HomeMy WebLinkAbout24 - Review of Proposed Fiscal Year 2015/2016 Capital Improvement Program Budget - PowerPointApril 14, 2015 Item No. 24 Attachment "B" Summary of City Council Direction on Specific Projects or Programs ➢ Balboa Island Sea Walls — Design, Environmental, and Permitting • Upon Agreement of the preferred rehabilitation option, move forward with project through environmental, design and permitting. • Re- budget $559,700 TL Funding from FY 14/15, and add $50,300 TL Funding to the FY 15/16 CIP Budget. ➢ West Newport Community Center ■ Move forward with concept development, environmental and permitting at the Utilities Yard Site. • Look to include all priority items and activities, but also look to reduce cost if possible (one pool, surface parking, less meeting rooms). • Re- budget $227,665 FFP Funding from FY 14/15, and add $222,335 FFP Funding to the FY 15/16 CIP Budget. ➢ Seminouk Slough Dredging ■ Move forward with design, permitting and construction. ■ Re- budget $671,700 TL Funding from FY 14/15, and add $500,000 TL Funding to the FY 15/16 CIP Budget. ➢ CdM Library /Fire Station • Move forward with project through design and construction. • Work with Community & Library Board on programming and facility layout. • Re- budget $5,564,000 FFP Funding from FY 14/15, and add $751,000 FFP Funding to the FY 15/16 CIP Budget. ➢ Lido Fire Station • Move forward with project through design. • Re- budget $250,000 FFP Funding, and add $100,000 FFP Funding to the FY 15/16 CIP Budget. ➢ Mariners Fire Station — Apparatus Bay • Move forward with project through design and construction. • Add $1,100,000 FFP Funding this FY. ➢ Newport Pier — Demo Building and Structural Pier Fix • Move forward with fixing pier pilings and structure as needed. • Add $1,100,000 TL Funding this FY for pier improvements. • Issue RFP for Vender to completely build, maintain and operate new facility, as well as what it would be if City built and furnished shell. ➢ Lower Castaways • Defer larger project for several more years. • Move forward with adding hand launch /dock and public access. • Keep /enhance natural setting. • Add $200,000 TL Funding to the FY 15/16 CIP Budget. ➢ Corporation Yard Changes • Defer larger consolidation project for now. • Move forward with minimum amount to accommodate new Community Center. ■ Add $150,000 FFP Funding to the FY 15/16 CIP Budget. ➢ Lower Sunset View Park (Superior /West Coast Highway) • Move forward with concept development, environmental and permitting of entire site (Bridges, Parking, Possible Dog Park or Other Use). • Work with PBR /Community to develop concept. • Re- budget $300,000 GF Funding from FY 14/15, and add $150,000 FFP Funding to the FY 15/16 CIP Budget. ➢ Balboa Village: > Facade Improvements ■ Re- budget $98,000 NED "B" Funding from FY 14/15, and add $125,000 CDBG Funding to the FY 15/16 CIP Budget. > Way Finding ■ Add $370k BV Parking District Funding to the FY 15/16 CIP Budget. > Streetscape Improvements ■ Hold off until BV Parking District Funding becomes available. ➢ Mariners Mile — Planning Study • Move forward with study and planning effort. • Re- budget $245,000 GF Funding from FY 14/15. ➢ CdM Bypass — Study Solution • Move forward with studying. • Work with TCA to fund study. ■ Add $50,000 Trans /Cir Funding to the FY 15/16 CIP Budget. ➢ Big Canyon Nature Park — Water Quality and Habitat Improvements • Move forward with project. • Re- budget $2,271,500 Grant Funding from FY 14/15. Projects that Await Available Funds — in recommended priority order i Important projects that are likely to be General Funded versus grants. As such, we recommend waiting on these efforts until General Funds are in hand for them. 1. West Coast Highway Landscaping ➢ Fund entire Phase 1 project (Highland to Newport Blvd.) as currently designed for $3,500,000; or a. Fund Phase One construction, but just the center medians - $2,000,000. b. Defer project a few more years. Suggest using $430,000 neighborhood enhancement District A funds. ➢ Defer design and construction of Phase Two (Highland to Santa Ana River) - Estimated Cost of $1,500,000 2. Peninsula Streetscapes ➢ 12th Street to 21St Street (Balboa Blvd) ■ Defer for a few more years. ➢ 21St Street to 30th Street (Newport Blvd) ■ Defer for a few more years. 3. CdM Entryway Improvements ➢ Fund construction when additional General Funds or contributions become available - $410,000 4. Newport Pier — New Building Shell (about an 8 -10 year payback) ■ Issue RFP for Vender to completely build, maintain and operate new facility, as well as what it would be if City built and furnished shell. ➢ Balboa Fine Arts Center • Remove from Facility Financing Plan, • Sell Property - provide an incentive for a community - beneficial use.
