Use of the Official Seal
Newport Beach Municipal Code Section 1.16.050
"No person shall use or allow to be used the official seal of the
City of Newport Beach, or any cut, facsimile, or reproduction
of said seal, or make or use any design which is an imitation
of said seal or of the design thereof, or which may be
mistaken for the seal of this City or the design thereof, for
malicious or commercial purposes, or for any purpose other
than for City purposes or for the purposes of any officer,
board or department thereof, without the express consent of
the City Council of the City of Newport Beach."
Use of the Official Seal (In Plan English)
Without the City Council's express consent no person
shall use the City's seal for:
(i) "malicious or commercial purposes"
(a) "any purpose other than for City purposes"
The seal may be used for "the purposes of any officer,
board or department thereof...."
Ambiguity of Use (less than clear)
"No person shall use or allow to be used the official seal
of the City of Newport Beach ... or the design thereof ..for
any purpose other than for City purposes...."

Our Interpretation
The City's seal may not be use maliciously.
The City's seal may not be used for commercial purposes,
without permission.
The City's seal may not be used in a way that suggests the
City's endorsement, support or sponsorship of a person or
activity, without permission.
Open for discussion, may the City's seal be used by private
candidates or campaigns in City elections? May private
persons or organizations use the City's seal for community
newsletters or events?
