All new terms will be effective on July 1, 2006 with an expiration date of June 30, 2010. The only exception is the unscheduled vacancy on the Parks, Beaches & Recreation Commission created as a result of the resignation of Allen Doby. The term will be effective immediately and will expire on June 30, 2009. The nominee receiving the least number of votes will fill this vacancy. If there is a tie, the tie will be broken by drawing straws. The incumbents listed are eligible for reappointment. Voting will be by paper ballot with the results, including the vote tally, to be tabulated and announced by the City Clerk upon conclusion of the voting process. DISCUSSION: Background: The above nominees were confirmed by the City Council at the meeting of June 13, 2006. Nominees were selected from applications received and on file in the City Clerk's office. The unscheduled vacancy on the Board of Library Trustees created by the resignation of Harry Hamilton was readvertised with a deadline to apply of 4:00 p.m. on Wednesday, July 12, 2006. The confirmation of the nominees is scheduled for July 25, 2006 with the appointment to be made on August 8, 2006. As of the date of distribution of this report, the ad hoc Appointment Committees was still undecided on the nominees to fill the vacancy on the Planning Commission. A staff report to confirm those nominations will be brought back to Council once staff has been notified that the Committee has reached a decision. Planning Commission (1 vacancy /2 nominees) (still evaluating candidates) DISCUSSION: Background: At the regular meeting of the City Council held on April 25, 2006 the Mayor appointed Mayor Pro Tern Rosansky (Chair) and Council Members Daigle and Selich to serve on an ad -hoc Appointments Committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 2006. Subsequent to the start of the application /interview process, Allen Doby, Parks, Beaches & Recreation Commission, submitted his resignation, effective June 1, 2006. Since the Council received 18 applications for this committee, it is the recommendation of the Committee that the unscheduled vacancy created by this resignation be filled in conjunction with the scheduled vacancies. The Council also received a letter of resignation (copy attached) from Harry Hamilton, Library Board of Trustees, effective June 30, 2006, however since there were only three applications on file, the Committee is recommending that the City Clerk be directed to re- advertise this vacancy pursuant to Council Policy A -2. The appointments to fill these vacancies are scheduled for Tuesday, June 27, 2006. All new terms will be effective July 1, 2006 with an expiration date of June 30, 2010, with the exception of the term to fill the unscheduled vacancy on the Parks, Beaches & Recreation Commission, which will expire on June 30, 2009. I believe that I have contributed significantly to the betterment of the Newport Beach Public Library system during that time. I participated in the vetting process for our new Head of Library Services, Linda Katsouleas, and feel strongly that she was the right choice among the many candidates we interviewed for this job. I have served under Mayor Don Webb as Vice Chair of the Ad Hoc Steering Committee overseeing the construction of the new Mariners (Crean) Branch Library. In that capacity I have been able to use my knowledge as a parent at Mariners Elementary School as well as my experience from the Mariners fundraising campaign that I co- chaired in 2001 to move the project forward with a minimum of obstruction and have helped to make sure that all interested parties have had their voices heard in the process. As a result of my longtime PTA volunteerism at all three Harbor Zone schools (Newport Harbor High School, Ensign Intermediate and Mariners Elementary) and my work on two recent district -wide school bond measures (Measure A and Measure F), I have established strong relationships with local leaders in education. I believe that this is an important link between the schools and the library. I am currently working with members of the Newport-Mesa Unified School District board of trustees and staff to ensure that all students in the area will benefit from the creation of this new state- of -the- art library. I am the only member of the Library Board at present with students in our public schools. In my role as a member of the library foundation's Distinguished Speaker Lecture Series I have helped to reinvigorate the program and am particularly proud of the caliber of speakers we have brought to Newport Beach in the past four years. Back in 1985 I became a member of the Grand Terrace Parks &Recreation Committee for a small, not yet incorporated, city. Being an avid bike rider, I prepared a proposal to the committee to establish a bike ride (Tour de Terrace) that would create scholarships for local high school seniors' continueing their education by going to college. This bike ride continues to this day. As a committee member it was required that I participate/assist the Community Recreation workers with many city activities as possible. I was very active with city events and I was even asked by the City Council to fill an open position on the Council, however, during this time I returned to school to cam my teaching credential and I accepted a teaching internship position which did not leave me adequate time to accept this honor. While my children were growing up, I felt it best to become actively involved with their activities. I actively participated on the Cub Scouts planning committee and moved on to the Boys Scouts Committee (where I served as Popcorn Director & 75`h Anniversary Chairperson). At that time, I was also the Head Tennis Coach at Notre Dame High School. With an Eagle Scout now in the family, an undefeated team in 1999 and the 41 Tennis Singles Player in league for the year 2000 I believe I made the right decision. As a Board Member of the Riverside Dicken's Festival, I was their advertising chair responsible for the newsletter and coordinated the mass mailings for the event. This weekend long event makes Charles Dickens come alive to many children and adults in Riverside, and with approximately 30,000 participates, it is reaching even many more people today. Harkless, City Clerk 949 - 644 -3005 Iarkless @city.newport - beach.ca.us SUBJECT: APPOINTMENT BY MAYOR OF AD -HOC APPOINTMENTS COMMITTEE TO REVIEW APPLICATIONS AND MAKE RECOMMENDATIONS TO THE FULL COUNCIL FOR THE BOARD AND COMMISSION VACANCIES SCHEDULED TO OCCUR ON JUNE 30, 2006 RECOMMENDATION: Confirm the Mayor's appointment of Council Members Daigle and Selich and Mayor Pro Tern Rosansky (Chair) to serve on the ad -hoc appointments committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 2006. DISCUSSION: Background: On June 30, 2006, the following vacancies will occur on City Boards and Commissions: Board of Library Trustees — Seat held by Theresa Chase (eligible for reappointment) City Arts Commission — Seat held by Gilbert Lasky (eligible for reappointment) Harbor Commission — Seats held by Timothy Collins (Seat #1), John Corrough (Seat #2), and Paulette Pappas (Seat #6) (all are eligible for reappointment) Parks, Beaches & Recreation Commission — Seats held by Gregory Ruzicka (eligible for reappointment) and Thomas Tobin (not eligible for reappointment) Planning Commission — Seat held by Larry Tucker (eligible for reappointment) Ad Hoc Appointments Committee April 25, 2006 Page 2 Consistent with Council Policy A -2, the above stated vacancies will be advertised and applications accepted until 4:00 p.m. on Wednesday, May 17, 2006. Following the interview process, the nominations will be scheduled for confirmation by the full City Council on Tuesday, June 13, 2006 and the final appointments will be made on Tuesday, June 27, 2006. All new terms will be effective on July 1, 2006 with an expiration date of June 30, 2010. City Council Policy A -2 establishes the procedures for making appointments to the various boards and commissions. As per the Council policy, the Committee's duties are as follows: A. Review all applications for position to City Boards and Commissions. The ad -hoc Appointments Committee will review applicant answers to all questions contained in the application; B. Conduct any necessary interviews with individual applicants; and C. At least two weeks prior to thE; date of appointment, recommend to the full City Council at a regular public mE:eting, two or more candidates for each Board or Commission vacancy. Members of the Council may wish to interview the recommended candidates further prior to final selection by the Council. By requiring two or more candidates for each vacancy, it is the intent of the City Council that at least two separate individuals should be considered for each vacancy, i.e., if there are two vacancies, at least four separate individuals will be considered.
