Harkless, City Clerk 949 - 644 -3005, Iharkiess @city.newport- beach.ca.us SUBJECT: LEGAL ADVERTISING BID FOR FISCAL YEAR 2006 -2007 RECOMMENDATION: Accept the bid of the Daily Pilot and authorize a purchase order for the one -year period of fiscal year 2006 -2007. DISCUSSION: Background: Publication of the City's legal notices in a newspaper of general circulation is required by law. During the last sixteen fiscal years the Daily Pilot has performed this function for the City. Notices inviting bids for a one -year period were sent to the Daily Pilot, the Orange County Register/The Current, Newport News, and the Los Angeles Times. The deadline for submitting bids was 4:00 p.m. on Friday, June 9, 2006. The Daily Pilot and The Current (OC Register) were the only newspapers who submitted bids. Their bid price, as well as circulation figures, are as follows: Daily Pilot The Current $9.50 per column inch, per insertion Min. rate per legal ad: $0.56 per line per [Same rate as FY 1999 -2000, FY 2000- day 2001, FY 2001 -2002, FY 2002 -03, FY Rate per column inch beyond minimum: 2003 -04, FY 2004 -05 & FY 2005 -06] $7.84 (.56 per line per day (14 lines per column inch Published daily Sunda — Saturday) Published once a week (Friday) Circulation: Circulation: Daily: 33,000 Paid Subscriptions: 3,413 Dist. and /or mailed within NB: 19,909 LEGAL ADVERTISING BID FOR FISCAL YEAR 2006 -2007 June 27, 2006 Page Two Based on their daily publication schedule and local circulation, I am recommending that the contract be awarded to the Daily Pilot. Using a newspaper that publishes daily allows the City more flexibility in meeting legal noticing requirements. In general, most of the City's public hearing notices require publishing ten (10) days prior to the hearing date, and oftentimes relatively short notice is provided about the need to advertise. If timing permits, we try to publish most of our legal notices on Saturday to take advantage of the highest circulation possible. The Daily Pilot will continue to abide by all agreements previously made as far as complimentary copies, pick -up service for all advertising needs, accepting emergency copy insertions to meet legal requirements, and publishing the Council agenda summary at no charge. Environmental Review: Not applicable. Public Notice: The Notice Inviting Bids was published in The Daily Pilot on Saturday, May 27, 2006 and Saturday, June 3, 2006.
