HomeMy WebLinkAbout26 - OCILJ COPLINK Data Sharing ProjectCITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. 26 June 27, 2006 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: Police Department John Desmond, Captain, 949 644 3650, jdesmond @nbpd.org Bob McDonell, Chief of Police, 949 644 3701, bmcdonell @nbpd.org SUBJECT: ACCEPTANCE OF ADDITIONAL URBAN AREA SECURITY INITIATIVE FUNDING TO ENHANCE THE IMPLEMENTATION OF THE OCILJ COPLINK DATA SHARING PROJECT RECOMMENDATION: On behalf of the Integrated Law & Justice Agency of Orange County (ILJAOC), accept for administrative purposes, Urban Area Security Initiative funding in the amount of $1,000,000 from the cities of Anaheim and Santa Ana (Grant Administrators) for the purpose of enhancing the implementation of the COPLINK Data Sharing Project. 2. Authorize the Administrative Services Director to place the funds in the appropriate revenue and expenditure accounts consistent with this action. DISCUSSION: Background: On January 11, 2005, the Newport Beach City Council approved a contract with Knowledge Computing Corporation. During the implementation of the COPLINK Project, we have identified additional equipment and professional services from various vendors that will be needed to enhance the Program beyond what was initially contemplated. These are not cost overruns from the vendor but reflect changes in the design of the Project to take advantage of including additional data sources not originally included. Based upon the value of that portion of the System that is already operational, the Project Steering Committee has also approved the development of a "back -up" infrastructure to insure that any loss of data is minimized and that we are capable of reconstructing the data files in a relatively short period of time. Acceptance of Additional Urban Area Security Initiative Funding June 27, 2006 Page 2 The original $1.6 million contract for the Project was funded by Urban Area Security Initiative grants administered by the cities of Santa Ana and Anaheim. The City Council also approved accepting those funds at the time of the contract approval. The UASI Grant Administrators here in Orange County are the cities of Santa Ana and Anaheim. Both of those cities are very supportive of the OCILJ COPLINK System. They have identified it as one of their core UASI Projects here in the County and have agreed to cover all related expenses up to $2.6 million. To date, we have expended approximately $1.5 million of the originally accepted $1.6 million. We have identified all of the anticipated expenses and hope to have COPLINK fully implemented under the modified design later this year. This regional data sharing project is a tremendous investigative resource for the entire Criminal Justice System here in Orange County, and we urge the Council to accept this additional funding to enhance this Project. Funding Availability: FY04 Urban Area Security Initiative Grant funding ($1,000,000). No matching funds are required for this grant.
