Award contract for the Police Facility Elevator Refurbishment Project in the amount of $45,478 to ThyssenKrupp Elevator. 2. Authorize the City Manager to execute a standard Professional Services Agreement contract with the vendor as approved by the City Attorney's Office. DISCUSSION: Background: The Police Department continues to operate an Otis passenger /freight elevator, which was installed when the facility was built in 1974. As this elevator has aged, failures have increased, and it has been difficult to find appropriate parts and qualified technicians to service the elevator. As such, the overall system is in need of a major refurbishment to insure reliable and safe operation. This includes updated electronics as well as mechanical and hydraulic systems that meet current acceptable standards. This project was approved by Council in the FY06 Capital Improvement Program budget. The specialized work involved in this project required an evaluation of our elevator to determine the scope of work needed. Three vendors who could perform the necessary work were contacted and asked to submit quotations to perform the identical parts and services. Refurbish Police Elevator System July 11, 2006 Page 2 Evaluation of Responses - Quotations: The Department received evaluations and quotations from three reputable contractors who service and conduct repairs of this type of passenger /freight elevator system. Their analysis and recommendations were similar, in that based on the age of the equipment and the requirements of current codes, refurbishment of the system was needed. The following quotations included complete modernization of the elevator located at the Newport Beach Police Department, in accordance with the most applicable edition of the National Safety Code for devices related to Passenger Elevators. All of the quotes were comprehensive and comparable in terms of analysis and refurbishment of the current equipment to bring the system into present standards. ThyssenKrupp Elevator 1500 S. Elevator & Escalator Division 5666 Plaza Drive Cypress, CA 90630 Quotation Proposal for Elevator Refurbishment: $46,900 Otis Elevator Company 711 E. Ball Road Anaheim, CA 92805 Quotation Proposal for Elevator Refurbishment: $57,780 ThyssenKrupp was the lowest quote for the refurbishment request at $45,478. This company is currently the Department's vendor for service and maintenance of the existing elevator and is very familiar with the condition of the equipment. Following the refurbishment project, it would be the Department's intent to continue with maintenance service from ThyssenKrupp as we have been satisfied with their service and availability. Refurbish Police Elevator System July 11, 2006 Page 3 Based on the ThyssenKrupp's familiarity with our existing elevator, the Police Department's satisfaction with their prior service and maintenance, and their quotation being the lowest submitted bid to do the project, we are recommending they be awarded this project. Environmental Review: Not Applicable Funding Availability: City Council approved funding in the amount of $55,000 in the FY2006 Capital Improvement Program Budget for this project.
