SUBJECT: REQUEST FOR ADDITIONAL FUNDING FOR PROPOSED
UNDERGROUND ASSESSMENT DISTRICT NO. 92 (AREA GENERALLY
BOUNDED BY: RIVERSIDE AVENUE, CLIFF DRIVE, TUSTIN AVENUE,
AND WEST COAST HIGHWAY)
RECOMMENDATION:
Authorize a Budget Amendment from the General Fund in the amount of $9,000 to
Assessment District No. 92 Account Number 74092 -9811 for additional AT &T phone
undergrounding design.
DISCUSSION:
On November 9, 2004, City Council appropriated $20,000 to Account No. 74092 -9811
from the General Fund for Assessment District No. 92 as a telephone design fee deposit
to SBC Communications, now known as AT &T. Since then, the cost to design
underground telephone lines has increased to $29,000.00.
The Southern California Edison (SCE) electrical underground design is currently in the
final phase of completion. In order to have AT &T begin the telephone design phase
immediately after SCE has completed its design, the City must remit an additional $9,000
to AT &T. The design fee will be reimbursed to the City by the District if it is formed at the
final Public Hearing. However, the funds will not be recovered if the District is not formed.
The City Council has previously authorized the advancements of funds for other districts.
The boundaries of the proposed District are shown on the attached Exhibit "A ".
Environmental Review:
This project qualifies for a Class 2 California Environmental Quality Act (CEQA) exemption
under Section 15302, item "d" of the Implementing Guidelines as follows: "Conversion of
overhead electric utility distribution system facilities to underground including connection to
existing overhead electric utility distribution lines where the surface is restored to the
condition existing prior to the undergrounding."
