Harkless, City Clerk 949 - 644 -3005, Iharkless @city.newport- beach.ca.us SUBJECT: SCHEDULED VACANCY ON THE PLANNING COMMISSION - APPOINTMENT RECOMMENDATION: Appoint one of the three nominees (Tim Brown, Aline Kradjian or Scott Peotter) to fill the scheduled vacancy on the Planning Commission. The successful applicant will be appointed to fill the term which expires on June 30, 2010. DISCUSSION: On July 25, 2006 the Council confirmed the above -named nominations. As per Council Policy A -2, the following is the procedure for voting on appointments to City Commissions, Boards and Committees: A. The Council will vote on all appointments and seats on each Board /Commission simultaneously. The voting will be by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the Council will cast the number of votes as indicated on the paper ballot for each seat from the list of the nominees. In order to be appointed, the nominees must receive at least four votes. C. For boards /commissions with two vacancies, if two of the nominees receive four or more votes, they will be automatically appointed. D. If there is a tie vote, ballots will be distributed to the Council Members to vote for the tying candidates only. E. In the event that no one receives four votes, nominees receiving zero or one vote will be dropped and the Council will cast two votes from the list of the remaining nominees and the determination will be made as previously stated. Harkless, City Clerk 949 - 644 -3005, Harkless@city.newport- beach.ca.us SUBJECT: PLANNING COMMISSION SCHEDULED VACANCY - CONFIRMATION OF NOMINEES RECOMMENDATION: Confirm the nominations made by the Ad Hoc Appointments Committee (as listed below): Planning Commission (1 vacancy /3 nominees) Tim Brown Aline Kradjian Scott Peotter DISCUSSION: Background: At the regular meeting of the City Council held on April 25, 2006 the Mayor appointed Mayor Pro Tern Rosansky (Chair) and Council Members Daigle and Selich to serve on an ad -hoc Appointments Committee to review applications and make recommendations to the full Council for the Board and Commission vacancies scheduled to occur on June 30, 2006. At the conclusion of the application period (May 17, 2006) the committee reviewed the applications on file and conducted interviews with selected applicants on Wednesday, May 31, 2006 and on Thursday, June 8, 2006. At the time the other nominations were confirmed by Council, the committee had not made a decision on the nominees for the Planning Commission. • ....... .. .. .._.. .. , Planning Commission Scheduled Vacancy July 25, 2006 Page 2 At the time the appointments were made on Tuesday, June 27, 2006, the committee was still undecided on the nominees and indicated that the nomination /appointment would be brought back to Council once they had determined who the nominees would be. The committee met on Wednesday, July 19, 2006 to interview the applicants for the Board of Library Trustees and to discuss the nominees for the Planning Commission. At that time, the committee decided to forward the names of three nominees to the Council rather than two. The appointment is scheduled to be made on August 8, 2006. Although not appointed, I believe I firmly established my desire and qualifications to serve the city in that capacity. I will one day run and be elected to the Newport Beach City Council. Being appointed to the Planning Commission will provide me with greater insight into land -use issues which will ultimately make me a more effective Councilman when I am elected. For the past 10 years, I have demonstrated my interest in civic leadership and commitment to the City of Newport Beach through a number of experiences. I currently hold a seat on the Parks, Beaches and Recreation Commission. I was appointed when an unexpected vacancy occurred as a result of Commissioner Steven Rosanky's appointment to the Council. Since my appointment to the Commission, we have made two significant recommendations to the Council, most recently prohibiting smoking on the beach and earlier the park patrol. I have also represented the Commission at the 2004 Arbor Day Celebration at Lincoln Middle School and most recently the 2004 Sunday Fun Day at the Park. I also serve on the Park Development Committee. This committee makes recommendations to the Commission as a whole and city staff on land acquisition and park construction. Most recently the Committee has made help prioritize the development of Sunset Ridge, Newport Ridge and Upper Bay View parks. Also, I am currently serving on the Executive Planning Committee of the Corona del Mar Centennial Celebration. This committee serves the Board of Directors of the Corona del Mar • Centennial Foundation. I am the Special Events Committee Chair. Our committee is charrd with the Corona del Mar Beach Party and Expo to be held on the weekend of October 16' and 17'h. Those activities include a number of first for Newport Beach, a live concert at Corona del Mar State Beach, a vintage boat parade and a fireworks display over the mouth of the harbor. Since 1999, I have been a resident member of the Newport Beach Chamber of Commerce. I serve on the Newport Beach Chamber of Commerce Governmental Affairs Committee. The committee is made up of business leaders as well as representatives of elected officials and state agencies. The committee routinely invites speakers who are community leaders or activists to speak on a wide variety of issues which may affect the business climate in the Newport Beach Area. The committee makes recommendations to the Board of Directors as to official positions the Chamber should take on various city, county and statewide issues. I am the Chairman of the Board of Directors of Leadership Tomorrow serving my second term in that capacity. Leadership Tomorrow is a program designed to help people become more engaged their communities. Many of our graduates become volunteers in civic organizations, attain appointments to Boards or Commissions and even run for elected office. I was a member of the Class of 1999 in Leadership Tomorrow and was asked to serve on the Board of Directors upon graduation. Several current Council members and Commissioners are graduates of our program in Costa Mesa, Irvine and Newport Beach including Mr. Rosansky and Mr. Adams. I have been an Associate with the Upper Back Bay Naturalist and Friends since 2003. In this . capacity I served as a volunteer in the Peter and Mary Muth Interpretive Center from 2003 to 2004. The role included acting as an advocate for issues directing affecting Upper Newport Bay, answering visitor's questions about the ecology of the region and leading school groups through the displays at the Center. I served on the Aviation Committee for District 2 in the city of Newport Beach from 1998 -2003. I was named to the alternate seat by Council member Jan Debay. During this time El Toro Marine Base remained a viable option for an international airport in Orange County, The Committee made many formal recommendations to the Council during the campaign against Measure "S" strategy and on issues surrounding the extension of the settlement agreement for flights leaving John Wayne airport during those turbulent times. Part of my role was to keep citizens in District 2 abreast of the airport debate. In addition, I worked in concert with the Airport Working Group on the noise level test conducted in 1998 at the base as well as actively campaigning against Measure "S ". During the summer of 1999 I was a member of the second graduating class of the Newport Beach Citizen's Police academy. Each class elects a leader to represent it and to deliver the graduation address and I was elected to that honor. I have been a volunteer at the Newport Beach Toshiba Champions Tour event at the Newport Beach Country Club since its inception in 1994. During this time I have participated on a number of committees including hospitality, fairway marshal and scoring.
