Harkless, City Clerk 949 - 644 -3005, Harkless@city.newport-beach.ca.us SUBJECT: UNSCHEDULED VACANCY ON THE BOARD OF LIBRARY TRUSTEES - APPOINTMENT RECOMMENDATION: Appoint one of the two nominees (John Moftakhar or Stephanie Murguia) to fill the vacancy on the Board of Library Trustees, which was created as a result of the resignation of Harry Hamilton. The successful applicant will be appointed to fill the balance of the unexpired term, which expires on June 30, 2009. DISCUSSION: On July 25, 2006 the Council confirmed the above -named nominations. As per Council Policy A -2, the following is the procedure for voting on appointments to City Commissions, Boards and Committees: A. The Council will vote on all appointments and seats on each Board /Commission simultaneously. The voting will be by paper ballot and the City Clerk will tabulate and announce the results, including the vote tally. B. Each member of the Council will cast the number of votes as indicated on the paper ballot for each seat from the list of the nominees. In order to be appointed, the nominees must receive at least four votes. C. For boards /commissions with two vacancies, if two of the nominees receive four or more votes, they will be automatically appointed. D. If there is a tie vote, ballots will be distributed to the Council Members to vote for the tying candidates only. Unscheduled Vacancy on Board of Library Trustees August 8, 2006 Page 2 E. In the event that no one receives four votes, nominees receiving zero or one vote will be dropped and the Council will cast two votes from the list of the remaining nominees and the determination will be made as previously stated. Murguia DISCUSSION: At the Regular Meeting of June 13, 2006 the City Council declared the position vacant and directed the City Clerk to advertise the vacancy pursuant to Council Policy A -2. Mayor Pro Tern Rosansky and Council Members Selich and Daigle were appointed as the Ad Hoc Appointments Committee. The deadline to apply was Wednesday, July 12, 2006. At the conclusion of the application period the applications were forwarded to the committee for their review and interviews were conducted on Wednesday, July 19, 2006. In my youth I found adventure, knowledge and friendship in the library. Those three qualities are why as an educator and former elementary school teacher I taught my students, nephews and nieces, the library is as great as Disneyland. You can find anything in the library. I feel that I would like to be a part of the community and become more involved in civic leadership as a Library Trustee. I feel the written word on paper; in books, magazines and newspapers not get engulfed and lost within the technologies available today. It is important as decision makers and leaders that we balance technology and paper. As I stated before I have and still do value what I can find in the library and I would like to continue to make that available to my community members, young and old. I currently hold a seat on the Board of Directors for Leadership Tomorrow in the capacity of Vice Chairperson and previously, the Program Chair for the 05 -06 year. Leadership Tomorrow is a program designed to help people become more engaged their communities. Many of our graduates become volunteers in civic organizations, attain appointments to Boards or Commissions and even run for elected office. I was a member of the Class of 2004 in Leadership Tomorrow and was asked to serve on the Board of Directors upon graduation. Several current Council members and Commissioners are graduates of our program in Costa Mesa, Irvine and Newport Beach including Mr. Rosansky and Mr. Adams. I served as the Vice Chair of the Entertainment Committee for the Kick -off event for the year- long Newport Beach Centennial Celebration. Our committee was charged with providing the entertainment for the event which included the main stage and two additional venues with the Dunes complex. The headliner band, the Beach Boys performed for a sell -out crowd of over 8000 people. The event was the largest of its kind ever sponsored by the city of Newport Beach. Currently, I am serving on the Entertainment Committee for the Newport Beach Centennial Celebration in October as well as the McFadden Square Project with Bernie Svalstad. Also, I served as Vice Chair on Special Events Committee for the Corona del Mar Centennial Celebration. Our committee was charged with the Corona del Mar Beach Party and Expo held on the weekend of October 16`h and 17'h'2004. Those activities included a number of first for Newport Beach, a live concert at Corona del Mar State Beach, a vintage boat parade and a fireworks display over the mouth of the harbor.
