HomeMy WebLinkAboutS19 - General Plan Update Final Traffic Analysis• CITY OF NEWPORT BEACH CITY COUNCIL STAFF REPORT Agenda Item No. s19 October 10, 2006 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: City Manager's Office Sharon Wood, Assistant City Manager 949 - 644 -3222, swood @city.newport- beach.ca.us SUBJECT: Results of Final Traffic Analysis of General Plan Update RECOMMENDATION: Receive and file. • DISCUSSION: During public hearings on the General Plan, the Planning Commission and City Council made numerous changes to the land use plan, which resulted in fewer average daily trips than the project evaluated in the environmental impact report (EIR), as well as fewer trips than projected at buildout of the 1988 General Plan. The work program for the General Plan update included a final run of the traffic model, based on the land use plan approved by the City Council. The final traffic analysis is now complete. It shows that average daily trip generation at buildout of the updated General Plan approved by the City Council on July 25, 2006, would be 935,244. This represents a reduction of 60,864 trips from the project evaluated in the EIR, and a reduction of 30,467 trips from the existing General Plan. In July, we estimated the reduction from the existing General Plan to be 28,920. As noted in the Traffic Study and EIR, the most important measure of traffic impact is how well intersections perform. The final traffic analysis shows that land use changes made during public hearings resulted in more intersections performing at level of service (LOS) "D" or better. For the project analyzed in the EIR, three intersections within Newport Beach and five intersections in the Airport Area that are shared with Irvine were projected to operate at LOS "E" at buildout. The project approved by the City Council reduces that number to two (compared with six under existing conditions and 18 •with buildout of the existing General Plan). All of the Airport Area intersections are projected to operate at LOS "D" or.better. In addition, Coast Highway and Dover Drive, which the EIR showed as operating at LOS "D" during the morning peak hour and LOS (Title of Report) (Meeting Date) Page 2 • "E" during the evening peak hour, is now projected to operate at LOS "C° and "D," respectively. Environmental Review: This agenda item only provides additional information, which shows that the environmental impacts of the General Plan as approved by the City Council on July 25, 2006, are less than reported in the EIR. I could not find nundmors in the big General Plan book, but 1 did find Table 3-3 in the EK which is a great, underst ndabls table competing existing Sq. Ft., W Caen. Plan Sq. Ft, and Proposed Gen. Ian Sq. Ft. This table seems Willy evrre4 except for Citywide Residential. If you go to the City web aim and click on General Pan Update and then slime on Land Use, you find Hurt the Airport Area is proposed to have 2,200 housing units (not the 4,300 listed in Table 3-3), and N you scroll down to Newport Centar/Fashion island you find the current proposal Is for 65 new hotel rooms (not 250 in Table 3-3) and 405 now housing units (not the 600 in Table 3.3). Also, I m aware that Gregg Ramiriz has mollified the number of proposed hotalimoter rooms to 5,642 (from 6,549). Friends of mine have gone to the Ubrary and reviewed the General Plan, but they're not aware it rani Tirol. So It Table 3.3 were updated, or a new summary provided. the voters world have a much better idea what they are voting for in November. Can you give us some help? Another perplexing number thing is that the ballot language for measure V references that non- residental development square footage Is being reduced by 449,494 Sq. Ft, Yet the "Preamble to the General Pan" autos that new commercial, office, and Industrial space is being reduced by 1.45 million Sq. Ft 1, along with some others are having a problem reconciling these numbers. kbpehlly, we can get some help in understanding what we are voting for.
