SUBJECT: Upper Bay Dredging — Update on Funding and Construction
I will be showing the attached PowerPoint presentation at Tuesday's meeting. It is fairly good at
explaining the issues, so I did not provide a Staff Report beyond preparing the PowerPoint.

What is the Project Supposed to Do?
Manage sediment deposition in the Bay
Reduce the frequency of dredging
maintenance
Improve or restore estuarine habitats
Improve public use and access, and
educational and recreational opportunities
Meet goals of the Sediment TMDL

Alternatives to Keep Project Going
Get More Federal Dollars for the Project for FY 09:
City and County submitted Appropriations requests
submitted to Feinstein and Boxer for $12.3 million in FY
2009
City sent letters to OC Congressional delegation to support
that level of funding.
County reports that Congressional members are
requesting additional FY2008 funding via "re-
programming."
Corps representatives from the LA District visited OC
Congressional members.
City will attempt to send /summarize Chamber's petitions
from residents and get those to Congress.
City will ask upstream cities to ramp -up their letter- writing
and calling efforts to DC.
Alternatives (cont'd)
Seek Other Sources of Funds:
Prop 50 project request — included within the IRWMP
Phase I as proposed by City- County -IRWD.
State Coastal Conservancy — County, City, and other
stakeholders will be asking SCC to add to their past
support.
Wildlife Conservation Board — Stakeholders will ask
WCB to help (this is a partner agency of DF &G).
More local funds — City has put upstream partners on
notice that each agency should be prepared to help if
need be, especially to match State funds, if available.
SEPs — State Water Board has a relatively small
source of funds gathered via dischargers' penalties.
Other Issues
Would a City Loan work?
Maybe, but it's problematic. It may not be paid back by
anyone, esp the Federal Government. The Corps makes
no promises here.
How likely is re- programming?
Not too likely — another project, somewhere else, has to
give up the funds and their Member of Congress must
consent to that.
What are de- mobilization costs?
High — maybe $1 million to de- mobilize and another $1
million to start again.
Phase II costs rising — existing contractor has
significantly increased per unit costs for Phase II (in
part due to increases in the cost of fuel).
